The Government is analyzing how the third phase of the payment of the ANSES Emergency Family Income (IFE) will be . So far the certainty is that this new batch is paidThe most vulnerable sectors to face the coronavirus pandemic will be more limited. If it is maintained as reported so far, half of the 9 million that are collecting the second bond today, will stop collecting it .
This is so because the next time the benefit will be concentrated only in the areas where the quarantine is the hardest. That is, AMBA and Chaco , plus other provinces that are under study, such as Córdoba and Río Negro. These regions concentrate 50% of the people who have so far collected the $ 10,000 bonus. In fact, of the total beneficiaries, 40% are in the AMBA.
In addition to defining which regions will have the third IFE payment , the other issue under debate is the amount . In the first two runs it was $ 10,000. Now, as it emerged this weekend, they analyze taking advantage of the "tax savings" of the bilge to half of beneficiaries to stretch it to $ 12,000. It would be a jump of 20% in a period in which inflation touched 5% .
As for tax savings, it would go from $ 90,000 million per batch to $ 45,000 million if it is limited to half of the people and the amount remains at $ 10,000, or from $ 54,000 million if it is taken to $ 12,000.
Last Friday, when he announced the extension of the quarantine until July 17, President Alberto Fernández confirmed that the IFE will have a third batch, although limited to AMBA and Chaco. This put on alert several provinces that began to move so as not to lose the benefit. Among them, Jujuy, where the deputy José Luis Martiarena, from the Frente de Todos, anticipated that he initiated efforts before the Chief of Staff, Santiago Cafiero, so that the northern province is not excluded.
Across the country, 60% of households receive the IFE. In the north, this proportion is higher, reaching 80% in provinces such as Chaco, Santiago del Estero and Formosa.
The final definition of the IFE will take several days. So far only half of the 9 million collected the second batch. Payment for this phase will last until July 13 . This time, Anses emphasized that all people have to collect through a bank account . For this, it made agreements with the banks so that the beneficiaries open free accounts to receive the IFE.
There are 3 million people who in the first round of IFE charged through the Argentine Post or other points for not having a bank account enabled. In recent weeks, close to 2 million have completed the process of informing the CBU to Anses. All this opens a window to finish defining the format of the third IFE. In the case of the Work and Production Assistance (ATP) program, which was also renewed for the third time in a more limited edition, there were marches and countermarches in the official announcements.
Through the ATP, the state covers up to 50% of the wages of 2 million private workers . When phase 3 began to be designed, the government wanted to exclude companies with more than 800 employees , and sectors that, even though they were in critical areas, such as AMBA, had been working without restrictions . Finally, ATP 3 was made official last week and does not set limits on the number of employees . It concentrates the benefit in the AMBA, with a lower contribution for the companies of the interior, but without differentiating between the sectors that work to the full of those that have obstacles. The final format of IFE 3 still has a long way to go.
