Containment: the worrying increase in domestic violence in the Gironde

Already ten violent spouses brought to justice, women in danger who no longer call emergency numbers ... In Gironde, we are getting organized


The last known case goes back to the beginning of the week. A young woman of 21 goes to take refuge with her parents in Lot-et-Garonne to flee her companion. But he comes to pick her up and brings her home to Artigues-près-Bordeaux (Gironde), where he then allegedly punched her in the face. Examined by the Emergency Reception Center for Victims of Assault (Cauva) at the university hospital center, the young woman was notified of a total incapacity for work for five days. Her husband was brought to the prosecution on Tuesday. The authorities have not communicated on the rest of the procedure.

Already Monday evening, a resident of Lormont had been arrested following a call to the police of a young woman of 24 years accusing him of violence. The 29-year-old man was taken into police custody and also brought under trial. Two cases which bring to twelve the number of alleged aggressors brought to justice in Gironde since the start of confinement. Five were sentenced to imprisonment and the other five were placed under judicial supervision with a ban on meeting the victims.

"We were all very worried about this phenomenon," explains the public prosecutor Frédérique Porterie. The police are extremely reactive. As soon as the violence was noticed, the cases were dealt with immediately ”. According to the latest figures released, the increase in domestic violence is significant in Gironde since the confinement: + 18% in the gendarmerie area with from March 16 to 22, 106 interventions in the department, against 89 the week before confinement.

Men much more present in the family home

Same observation in the Bordeaux area with an increase of a quarter of police interventions: 55 against 44 on average per week since the beginning of the year. Worrisome figures, but which do not necessarily reveal the full extent of the phenomenon, as recalled by the prefect of the Gironde Fabienne Buccio during a press conference. “I don't want to stigmatize anyone, but at the moment men are much more present in the family home than usual with confinement. It is therefore even more difficult for victims to report themselves to the authorities, "she said.

The proof ? Victim aid associations in Gironde have noted a significant drop in daily calls since confinement. An educator from Ella's house testifies to this: “The telephone does not ring any more whereas it usually does not stop. It's very worrying. ” Same observation for the regional director for women's rights and equality Sophie Buffeteau. “Across New Aquitaine, calls to 3919 ( Editor's note: dedicated national number ) are four times fewer. They went from 400 to 100 a day. The associations that follow the victims can no longer reach them, ”she explains.

Faced with this situation, the city of Bordeaux and the prefecture of Gironde on Wednesday unveiled an action plan against domestic violence. With a watchword, confinement should not prevent victims from leaving their home to report their spouse. Several measures have been announced: major information and awareness campaign on the websites of the town hall, the prefecture of Gironde and social networks, possible reporting in pharmacies, in local shops currently open, increased monitoring of municipal centers social action…

Another provision, which was eagerly awaited by Gironde associations, is the increase in the number of emergency accommodation. Two hundred nights are funded in hotels in the city, which will provide additional opportunities for victims. But in Bordeaux, the authorities would like to go even further. The prefect of Gironde wishes to experiment as soon as possible with a device to offer overnight stays to the perpetrators of the violence themselves.

“We would prefer to take the men out so that it is not always the women who leave the home and cause upheaval for the children. But it is difficult to move them to another department if they have a job. And when they don't have one, they can't pay for accommodation, ”notes Fabienne Buccio.

Finally, the main police station in Bordeaux has created a dedicated email address (victim-bordeaux@interieur.gouv.fr) with a response within 24 hours.
