Reduction of points, expulsions and incentives: the recommendations of the committee for dealing with violence - voila! sport

In July, even before the start of the 2022/23 season in Israel, the Football Association decided to establish a committee that will re-examine the ways of dealing with the growing phenomenon of violence on the football fields and the growing riots in the stands.

This evening (Thursday), after the committee met, it heard 40 different invitees including senior officials in the association, representatives of enforcement authorities and security bodies, event managers, security personnel, fans, media persons and other parties, it consulted with 16 different associations in Europe and took additional actions, 35 were published Her recommendations in an attempt to combat a phenomenon that is raising its head all over the world.

The first recommendation of the members of the committee concerns enforcement against the rioters, according to which a minimum period of one year or more will be established in the legislation to remove a rioting fan from any field where his beloved team plays, along with orderly, systematic and reliable monitoring in relation to the fulfillment of that fan's obligation to report to the police station during the team's games.

The members of the committee also called for the completion of a legislative process as quickly as possible that would allow the police to impose administrative fines on the rioters at the fields and recommended that the Ministry of Justice consider establishing a quick procedure for judging crimes of riots at the football fields.



In the offenses of rioting by fans, the members of the committee recommended that a revision be made in relation to the various offenses and recommended that in the case of injury to the bodies of fans, judges, players or officials, there would be a worsening of the punishment and a mandatory penalty of two points reduction would be imposed, without any judicial consideration, where one point would be reduced


In practice and the second point will be reduced on condition.

Furthermore, offenses of using pyrotechnic means, i.e. lighting flares and grenades, will lead to the reduction of one point in practice and the closing of the stand from which said means were thrown for one game, without any judicial consideration.

If more than one instance of using these measures occurs in a given game, a mandatory penalty of an immediate reduction of three points will be established, two of which are actual and one conditional without judicial consideration.



The committee recommended a penalty of deducting points in practice even in cases of racist and offensive chants based on sex, religion, race, gender, sexual orientation, disability or belonging to a national-ethnic origin when it comes to a second tract of foul chants in the same game, then a mandatory penalty of deducting two Points - one actual and one conditional.



Not only points reduction is on the agenda.

It was also recommended to allow the court, in very serious cases of the accumulation of a significant amount of serious offenses in the same season, to decide that a team in a professional league will be relegated at the end of the season to last place in the upper playoffs, regardless of the amount of points it has accumulated.

As far as relegation and cessation of activity are concerned, it was clarified that such punishments should only be applied when it comes to a team that is considered a "bully bull" in the field of riots, and the severe riots are repeated over and over again without remedy.

One of the recommendations is also to immediately cancel the existence of games without an audience, however there will be no change in policy regarding the closing of specific stands in the stadium.

Also, the provision requiring teams to collect a fee for allocating a ticket in an alternative stand to a fan who is a subscriber to a closed stand will be canceled and a penalty of radius games will be imposed only in exceptional cases.

A new and interesting recommendation is to punish teams by prohibiting the transfer of players in the transfer window, meaning that they will not be able to add new players to the roster for a period to be determined by the court.



The members of the committee also recommended that when purchasing a ticket for a soccer game, identification would be required, so that the regulations would stipulate a provision that a team would not sell a ticket unless the ticket is in the spectator's name and a seat is assigned to him.

The "ticket contract" between the team and the fans will subject the fan who violated the duty to refrain from rioting, to the authority of an agreed arbitrator to charge fans a payment determined by him.

The sanction will also be added to the basket of penalties according to which it will be possible to prohibit a team from selling and/or assigning tickets to its fans in an away match.



Not only the fans and the teams will be required to act, but also the soccer referees who will receive special instructions and will be required to "react firmly" when they encounter inappropriate behavior by coaches and players and will be required to draw yellow and red cards, depending on the case of course, when it comes to cases that inflame passions in the stands.



The members of the committee also recommended that all the teams of the two top leagues in Israel be required to employ a person whose role will be to act as a contact person with the fans and the various fan organizations, also with the aim of creating appropriate cooperation to reduce riots - moreover, they recommended that not appointing a person in such a position would constitute a disciplinary offense in itself and would be Consideration of punishment when there is a riot of fans.

On the other hand, the courts will be asked to reduce the punishments for groups that prove that they "took all possible measures to prevent the offenses and handle them in a strict and extraordinary manner and carried out all the actions", but the court will not have the authority to acquit a team because of this when it is a repeated riot of fans and each team will only have One chance to enjoy this special protection during a given season.

In addition, positive incentives will be given to teams that will lead to the prevention of riots, and an orderly "decency table" will even be developed, with an emphasis on the conduct of fans of teams.

Among other things, the association will allocate to the groups "incentive grants" from a dedicated fund that the association will establish from a portion of the fines collected by the association.

The grants will be transferred to liaison officers of groups with fans for the purpose of purchasing cheering accessories, managing a campaign against violence, and more.
