The referees' union determined this evening (Wednesday) that in the State Cup match between Beitar Jerusalem and Hapoel Be'er Sheva, the outgoing cup holder received a whistle for a foul in the box in which a penalty kick ruling was required. As I recall, Mariano Barreiro tripped Adi Yona in the box, but the decision was not to whistle for the offense, which drew angry reactions from Beitar.
In addition, the union determined that the penalty awarded by Maccabi Haifa in the cup match against Hapoel Kfar Saba, which ended with the Greens qualifying for the next round of the match, was not justified: "No hand foul was committed. This is a natural position in relation to the player's action," the union report stated.
Maccabi Haifa did not receive a penalty.

Apart from the two incidents, the union supported the decisions to send off Franzi Piero for a second yellow against Hapoel Beer Sheva, to draw a red card to Ran Binyamin in the Hapoel Tel Aviv game against Hapoel Haifa, to send off Dan Azaria in the Beitar Jerusalem game against Hapoel Petah Tikva, in which he was also awarded A penalty is justified for the Malabasim and not to award a penalty to Maccabi Haifa in overtime against Hapoel Kfar Saba.
