Clubs and other venues for live music should receive special legal protection according to the wishes of the Greens. Clubs are cultural institutions and should also be treated as such, according to a petition from the Bundestag faction. This includes a rental law protection.
Examples include a limitation on rent increases, better protection against termination of leases of clubs and a right to extend the contract. In addition, the federal government should financially support municipalities and countries to expand the sound insulation of music bars.
The Greens complain that so far clubs were legally equated with brothels and gambling halls. The state must protectively prevent scenarios that would result in a club death. Especially in big cities, many music clubs are struggling with rent increases and complaints from residents against noise pollution.
Berlin: Club owners fear repression and noise protection
A study commissioned by the Berlin Senate came to the conclusion at the beginning of the year that clubs - unlike state institutions such as opera houses or museums - had to "compete in the commercial retail market" and received "increasingly difficult leases." Despite growing numbers of visitors from outside, sales did not rise. The club culture is gradually being pushed out of the city center.
According to the study of the "Club Commission", 71 percent of the club operators surveyed demanded more protection against crowding out and 52 percent wanted changes in noise protection. The capital has been arguing about these issues for years.
