Prior to the start of the rally, police had set up inside Tsim Sha Tsui and Tsim Sha Tsui Stations. Police officers were armed with guns in various locations, all of them had cards showing call signs, and some police officers were masked.

After the rally began, a large number of citizens present held their mobile phones and turned on the lights.
