According to the Communications Bureau announced yesterday (29th), from mid-June to late November this year, a total of 28,000 complaints about broadcast materials related to recent social events were received. The CA heard four cases, three of which came from TVB news reports and involved more than 125,000 complaints.

Complaint 6.12 Reported as "riot", "thug"

According to the report on June 12, more than 7,400 people complained that they were misleading and biased against the government. If there were no reports, "Police abused in abusive language," "Sexual violence against a female demonstrator" and " "Shooting one person under a warning", etc., and referring to protesters who focused on the use of violence and only interviewed constituents. Some of the complainants said that the relevant reports were worded "riots" and "thugs," respectively. Some complainants also said that the main news reports had deleted the contents of protesters attacking the police.

The CA considered that the complaint was not justified. The news program on the channel as a whole reported the whole day of demonstrations and related events, including relevant words that were directly quoted from the government or the police. The complainant did not provide specific facts, and other major broadcast media did not report on the same day.

Complaints do not cover or delay reporting of protesters falling in Admiralty

As of the June 15 report, more than 4,700 complaints were reported, with very few reports of police officers treating the masses violently; and that the news program wirelessly broadcast on its Chinese channel did not or delayed reporting on a protester on June 15 At 9 o'clock in the evening, she fell from a scaffolding and died in Admiralty. There were also complaints that Wireless had no longer repeatedly played clips of demonstrators throwing metal poles at police officers during the 6.12 conflict.

The CA considers that the news reports broadcast on the channel cover a wide range of opinions. The CA considers that the choice of broadcasting individual news is an editorial decision of the licensee. It does not fall within the jurisdiction of the CA, so the complaint is not justified.

403 complaints alleging that anchors read `` police officers '' as `` police dogs ''

In the third complaint case involving TVB news, there were 403 cases where an anchor reported that when a demonstrator was arrested by a disguised police officer, he read “Police Officer” as “Police Dog” or related police operations as “Police Dog Operation”. The corresponding caption on the screen is "Policeman". The complainant refers to references to insulting police officers and incitement to hatred, and complained about the anchor's attitude, saying that she violated the professional conduct of reporters and exacerbated social divisions and tears.

The wireless submission stated that the relevant anchor had accidentally misread the word "member" as "yuan (jyun5)" due to a momentary mistake, which caused some audience members to misunderstand and clarified that there was no intention to call it "the police dog". The CA considered that the complaint was not justified, and stated that there was insufficient evidence to show that the anchor had deliberately misread the relevant sentence, and the relevant pronunciation should not affect the audience's understanding of the entire news. The anchor's attitude and professional conduct did not belong to the CA. Jurisdiction.

It is understood that Yuan Zhiwei, director of the News and Information Department of TVB, sent a short letter to the Department of Information via the internal communication system yesterday (29th), stating that there have been thousands of complaints since the legislative amendments began in June. "Unfair, objective and accurate," "both of which are biased toward blue or yellow." After investigation and research by the CA, TVB was informed that "all complaints were unfounded."

The fourth case refers to 36 complaints against the Hong Kong Radio program "C Hing Shrine", where a program host was suspected of besieging the Hong Kong Police Headquarters by demonstrators and instigating those present to attack the police chief. The CA considered that, apart from briefly mentioning the police at the beginning of the show, the rest of the remarks did not explicitly mention or target any particular group or incident, and the relevant ironic remarks were expressed in a juggling manner and should not be regarded as Irresponsible, insulting, or inciting hatred; and there is no evidence of joking remarks to preach any illegal behavior. The provisions in the Radio Programme Code governing flat and accurate content do not apply to talk shows. Other allegations, including the unprofessional and unsatisfactory manner of the moderator, were outside the jurisdiction of the CA.
