The People's Assembly approves two legal projects dissolving the General Union for Housing Cooperation and appointing teaching assistants in private educational institutions

The People's Assembly approved today at its thirty-sixth session of the eleventh regular session of the second legislative role headed by Hammouda Sabbagh the draft law that includes appointing teaching assistants in private educational institutions and a draft law to dissolve the General Union for Housing Cooperation and they have become laws.

The draft law that includes the appointment of teaching assistants in private educational institutions consists of nine articles, whereby the institutions are obligated to set a time plan for appointing fully-fledged faculty members according to the rules of scientific accreditation, and they are not required to be members of the educational body in government universities, employees, or workers in public bodies.

The private educational institution has the right to appoint one teaching assistant in each specialty or department that grants the degree of leave in each academic year and send it to the Syrian public universities by a decision of the Minister of Higher Education and Scientific Research, bearing in mind that it achieves the minimum rate of admission to postgraduate studies in the governmental universities to which it is dispatched in the year of the scholarship And that he should be a Syrian or similar and not exceed twenty-eight years of age for a master’s and thirty-fourth PhDs in the year of the scholarship.

The delegate is not entitled, according to law, after obtaining the certificate for which he was delegated to work in a public or private university or any other public body, except after the termination of his commitment to the private educational institution that delegated it. The institution may appoint teaching assistants and send them abroad to universities accredited by the Ministry of Higher Education and Scientific Research to obtain the qualification Academic requirements for appointment to faculty membership.

The Council also approved a draft law to dissolve the General Union for Housing Cooperation, which consists of five articles. The first article stipulated the cancellation of the General Union for Housing Cooperation in the Syrian Arab Republic and the cooperative housing federations in the formed provinces according to the provisions of Legislative Decree No. 99 of 2011.

According to the law, the Ministry of Public Works and Housing replaces the General Union for Housing Cooperation and housing cooperative federations in the governorates with all their rights and obligations, and the movable and immovable funds are transferred to the ministry that undertakes the tasks entrusted to the federation and residential cooperative federations in the governorates stipulated in Legislative Decree No. 99 For the year 2011, while the Minister of Public Works and Housing issues decisions to form the necessary committees to inventory assets and liabilities and determine their value.

A number of members of the People's Assembly considered that the draft law is a "bold and exceptional step" in the direction of correcting work in this sector after it became necessary and urgent.

The Minister of Public Works and Housing Eng. Suhail Abdul Latif indicated that the General Union for Housing Cooperation had a positive role in the past, but the matter was different now, as the tasks that were set for him at that time have now become one of the tasks of the ministry that has a general strategy for housing except for the accumulation of problems and disputes of the union and associations With the passage of time.

Minister Abdel Latif explained that the goal of drafting the law is to prevent duplication as a result of the existence of two departments of associations in each governorate, stressing that the infrastructure of the union remained as the funds with the associations, so the association law did not affect but only became dependency on one side, which are the departments of the ministry in the provinces without interfering with its work that is approved by the Beneficiaries Authority They are in.

The Council also discussed the new draft law on organizing the Federation of Syrian Chambers of Commerce and the Chambers of Commerce and Common Industry in the governorates to replace Law No. 131 of 1959 where it approved the first article of it while returning the second and third articles to the Economic and Energy Affairs Committee to reformulate them again provided that the Council complete the rest of the discussion His subjects at his next sessions.

Fares Al-Shihabi, Chairman of the Economic and Energy Affairs Committee in the Council, considered that the aim of this project is to pass a modern law that is more flexible, consistent and appropriate to the stature and conforms to international standards in the work of the chambers of commerce and to promote the principles of decentralization, participation and mutual trust that the government advocates, pointing out that the new law contributes to achieving an environment Legal for flexible and efficient chambers of commerce enjoying democracy and independence within the framework of the law.

Minister of Internal Trade and Consumer Protection Dr. Atef Naddaf indicated that the draft law was discussed at length with the Federation of Chambers of Commerce and the formation of a working group and studied it in detail and took all the comments and proposals submitted over the course of six months of work stating that the draft law gives more powers to the chambers of commerce than independence and granting rights to traders who were Deprived of it as the number of rooms members

Trade 123 thousand merchants, but 110 thousand of them from the third, fourth and fifth categories are deprived of being members of the boards of directors and are not entitled to run while the new bill gives them this right.

The session, which was attended by the Minister of Higher Education and Scientific Research, Dr. Bassam Ibrahim and the State for People's Assembly Affairs Abdullah Abdullah, was elevated to 11:00 tomorrow, Thursday.
