A meeting in the Homs Governorate building chaired by Eng. Imad Khamis, the Prime Minister, outlined the procedural steps and timetables necessary to address the problem of environmental pollution caused by the waste of the Homs refinery and the fertilizer plant and to reduce the negative effects resulting from them.

The measures included a three-year plan to treat the outputs of the Homs refinery that includes recycling, refining and utilization in agricultural purposes in parallel with taking continuous measures to rehabilitate and develop polluted water treatment units, clean the riverbed and establish sedimentation basins.

With regard to the fertilizer plant, the Ministry of Industry's plan to rehabilitate and develop it and reach it to the maximum design capacity and replace the damaged parts of production lines has been approved within a period of two years, taking into account environmental safety conditions so that the percentage of harmful emissions from the plant when the treatment plan is complete is zero.

Eng. Khamis said that the relevant ministries described, during the recent period, the reality of environmental damage caused by both the refinery and the plant, and the necessary plans were put in place to address the harmful environmental impacts resulting from them without prejudice to the economic feasibility achieved by these facilities in the long run.

On the other hand, an extended meeting chaired by Engineer Khamis with the Homs City Council discussed the role of administrative units in implementing the integrated development plan approved by the Council of Ministers today to advance the service and economic realities of the province and the measures to be taken to achieve these units the highest performance indicators commensurate with the challenges imposed by the next stage.

The meeting centered on the necessity of setting an integrated investment plan with a specific timetable for reconsidering the investments of the properties of the administrative units and identifying the available investment projects and the requirements for their implementation in order to achieve additional resources for the administrative units to be employed in improving the services provided to citizens.

The City Council was tasked with submitting proposals to amend the organizational and urban plan for Homs Governorate to be modern in order to take into account the investment of the province's agricultural, industrial, commercial and tourism capabilities in an optimal way and to overcome the negative effects of the war on the province so that the next year witnesses a remarkable progress in improving the development reality.

The city council was asked to find an effective communication mechanism with public institutions to follow up the implementation of the government plan in providing the necessary services necessary for the return of the people to their liberated villages and towns, completing procedures for opening roads, deporting rubble, implementing approved organizational plans and creating the appropriate environment to attract investors and encourage them to expand and develop their projects in addition To conduct continuous meetings with citizens to determine the service problems they face and the procedures for overcoming them.

The proposals focused on increasing the support provided to the city council to improve services and maintenance of mechanisms, regulate areas of violations, amend laws to settle violations in modern areas, and recycle debris to secure raw materials for construction and the development of the housing sector in the province.
