Since the House Committee of the Legislative Council has not yet elected its chairman and vice-chairman, the Employment (Amendment) Bill 2019, which proposed to increase statutory maternity leave from the current 10 weeks to 14 weeks, failed to be read the first and second times. Labour and Welfare Bureau Secretary Luo Zhiguang moved to bypass the internal meeting and handed it over to the Human Affairs Committee, but ended up due to insufficient quorum at the meeting.

National Political Consultative Conference deputy chairman and former chief executive Liang Zhenying, who frequently commented on current affairs on Facebook, wrote today (11th) that critics of the populace hindered the passage of the "Draft" and rebuked democrats for victory in district board elections.

Although the chairman of the Legislative Council, Liang Junyan, approved Luo Zhiguang's motion to allow the draft of extending maternity leave to bypass the internal meeting, the meeting was halted due to insufficient numbers during the discussion. The formed party expressed serious dissatisfaction and condemned the people for doing everything possible to paralyze the Legislative Council.

Liang Zhenying also bombarded the populace on Facebook today, criticizing the Democrats for winning the district council elections with "no fear" and "doing whatever they want", refusing to allow the Legislative Council to increase maternity leave. Liang Zhenying's supporters left a message, questioning that Fanmin never cared about people's livelihood, and also pointed out that those who voted for Fanmin did so for themselves.

Fanmin won in the new district board elections and won the leadership of 17 district boards. Islands District is the only district board still dominated by the system.
