[New Crown Pneumonia] Saigon's isolation camper fills in temperature table, LCSD: a low-risk person

2020-03-05T23:22:15.883Z

The Hong Kong Government has launched a number of measures to prevent the new crown virus commonly known as "Wuhan pneumonia" from continuing to erupt. However, the Saigon Outdoor Recreation Center, which was previously managed by the LCSD, broke out with gambling campers. It turned out that the camp asked the quarantined people to take their own temperature and asked them to return their temperature forms after the quarantine ended on the 14th. Some campers told "Hong Kong 01" that most of the same rooms in the observation room did not take their own body temperature, and the temperature table was only filled in "at will," and the management never checked it. He also pointed out that the isolation camp needs to share toilets on all floors, and that there are campers sitting side by side in the smoking area and smoking. Member of the Legislative Councillor Guo Jiaqi severely criticized the relevant arrangements for child drama, and would pose an outbreak danger to the isolation camp and the community. The LCSD replied that all persons staying in temporary accommodation facilities were low-risk persons.

"Everyone (the camper) knows that it is" make a sample "and it will be enough in 14 days." Camper Zhang (pseudonym) returned to Hong Kong from the mainland via Shenzhen Bay, and was then placed in the Saigon Isolation Camp for isolation on the 14th. He said that after arriving at the isolation camp, he was assigned an electronic heat probe and a temperature record form, and was told to "self-heat, fill in the forms, and declare."

Saigon quarantine camp friends said that when they entered the camp, they were assigned electronic heat probes, and they had to explore heat by themselves. (Provided by readers)

Self-heating, self-filling, self-declaration

He said that there were five other residents in the same room, all of whom did not know each other, mostly Hong Kong people who had entered Hong Kong from the Mainland on their own earlier. He observed on the 10th that, except for an uncle who would take his own body temperature every morning, the rest of the same room did not follow his own body temperature measurement. Everyone just filled in the temperature table "with his heart" and did not take it seriously.

Zhang also said that there is no staff to check the temperature table of the campers, they only need to return the form to the management party when leaving the quarantine, so everyone can fill in the temperature table "at will" and the camper will not find it. In other words, if a camper has a fever, if he does not self-discover the heat, even if the entire isolation is completed, no one may find it. He also said that six people in the same room would eat together in the room, and everyone would face each other day and night, and sometimes they would not wear masks for communication. He also said that the Sai Kung Outdoor Recreation Centre is a multi-storey building with multiple isolated rooms on the first floor, and everyone will share the same toilet.

Smoking team members side by side in smoking area: difficult to understand

Zhang also revealed that in the Saigon camp, the quarantines could all contact each other. From the photos provided by Zhang to the reporter, the smoking area is a gazebo with benches inside. It can be seen that there are six men smoking together at the same time, of which three men are sitting side by side, which is clearly within the distance of droplet transmission. He said that outdoor places are shared spaces, and everyone can go for a walk and talk, but generally they wear masks.

Awen, a member of the Civilian Security Team who had previously been in the isolation camps such as Liyumen and MacLehose, stated that the Civilian Security Team had not been in the Saigon isolation camp. He pointed out that in the isolation camps that had been stationed before, the temperature detection was performed by the medical assistance team. Campers also had to meet with doctors on a regular basis. It was difficult to understand that there was another set of rules in the isolation camp in Saigon. He also said that apart from relatives, the quarantined person would not share a bathroom. In addition, there are regulations to restrict access to the quarantined people, such as requiring campers to only move outside the designated area of the camp to avoid close contact with campers. He pointed out that later the management was compassionate and allowed to take a walk outdoors, but at the same time also required a distance of 2 meters between campers.

Guo Jiaqi: Can cause campers to infect each other

Legislative Councillor Guo Jiaqi severely criticized the LCSD's arrangement for child drama. He described it as "deceiving the public", which was enough to cause an outbreak. He pointed out that because ordinary people do not necessarily know the symptoms of infection, there should be medical staff in the isolation camp to measure the temperature of campers twice a day and understand the health of campers. He said that isolated people are likely to be infected with Wuhan pneumonia. Without medical staff to understand their latest situation, the diagnosis of campers may be delayed, and the campers may be infected with each other, and even become invisible cases. They will return to the community on the 14th. Leading to larger outbreaks.

Guo also said that the principle of the isolation camp is to reduce the exchange of campers and the risk of mutual infection. However, at present, campers in the Saigon Isolation Camp share a room, and people on the same floor share toilets. Campers again go to the smoking area to smoke, which is completely against the principle. He believes that the Department of Health must send staff to oversee the operation of the isolation camp. He also said that scandals such as gambling and fighting had broken out in Saigon, and the facilities of the battalion were extremely important. Foreign countries were managed by the army. Hong Kong should also join the police to manage the order in the camp.

LCSD emphasises that campers are all low-risk persons without symptoms of infection

In the light of the above, the LCSD stated that if Hong Kong residents returning to the Mainland from Hong Kong have no symptoms, have not had close contact with a confirmed person, or have not visited Hubei Province within 14 days before arriving in Hong Kong, they are at a lower risk. If they cannot arrange a place to stay in Hong Kong, they need to stay in temporary accommodation facilities arranged by the government, such as the Sai Kung Outdoor Recreation Centre (Centre), for compulsory quarantine. They are all low-risk individuals, as they were confirmed to have no fever and had no symptoms before they were referred to the temporary centre.

After check-in, the department will hold briefing sessions to remind them to wear masks frequently and pay attention to their health conditions, including taking their own body temperature every day and recording the symptoms on their personal health forms. The quarantine person notices physical discomfort and must immediately notify the center staff. The staff of the center will also inspect the site to remind campers to keep a distance from others. In addition, since the center is designed as a group camp, each floor has shared toilets and bathroom facilities. During the quarantine period, the cleaning staff of the center will strengthen Cleanliness to ensure that facilities are clean and hygienic and to reduce the risk of mutual infection between quarantine persons. The Department repeatedly emphasized in its response: "All the people staying in the centre are low-risk individuals and have no signs of contracting the new coronavirus."
