Mayors, city councilors and community councilors are elected for a six-year term. The voting system is different depending on the size of the municipality. With special features for Paris, Lyon and Marseille. Overview of a complex election.


  • Election of municipal councilors

In municipalities with less than 1,000 inhabitants, the majority of votes are multi-member, two rounds. The contenders present an isolated or grouped application. In the latter case, the ballot includes several names that voters can cross out, this is the mix. The votes are counted individually. Parity is not compulsory.

In municipalities with more than 1,000 inhabitants, the ballot is proportional to the list in two rounds, with the majority premium being given to the list which comes first. The lists must include as many candidates as there are seats to be filled. Gender parity is required, with compulsory alternation.

  • First round

In the first round, candidates who have obtained an absolute majority of the votes cast are elected in cities of less than 1,000 inhabitants, with at least a quarter of the voters registered. A second round is organized for the remaining seats to be filled. In cities with more than 1,000 inhabitants, if a list obtains the majority of votes
