The Parliament adopted definitively Sunday evening, by a final vote of the Assembly, the bill allowing the establishment of a "state of health emergency" of two months in the face of the epidemic of the coronavirus.
The deputies voted by show of hands, representing each of the members of their group according to the rules recalled by the holder of the perch Richard Ferrand (LREM), in an almost empty hemicycle for health reasons.

The majority of LREM-MoDem as well as elected officials LR, UDI-Agir and Libertés et Territoires provided their support. The elected PS abstained, not opposing the provisions aiming in particular so that the French remain at home, while the PCF chose to vote against. LFI for its part deplored measures "not up to the situation".
The bill had obtained a final green light from the Senate shortly before, also during a show of hands.

The state of health emergency framing the restriction of public freedoms (confinement, requisitions ...), will be instituted for two months "from the entry into force" of the law, therefore when it has been promulgated and published in the Official Journal . It may be terminated by decree before the expiration of the period, if the health situation improves.
After four days of intensive work in a select committee, deputies and senators had agreed on a compromise version in the early afternoon after lengthy negotiations.
In addition to the state of health emergency, the bill authorizes the government to take by ordinances a series of measures to support the companies and acts the postponement of the second round of the municipal ones.
Deputies and senators have in particular rewritten on Sunday the article concerning the measures that the government can take within the framework of the state of health emergency, that the Senate wished to circumscribe. They also found a compromise on the date of filing of the lists for the second round of municipal elections, another point of tension between the two chambers.
