In 1972, he was appointed Spanish Chief Rabbi of the city. He was also the Chief Rabbi of the city of Haifa, where he served as rabbinate for 18 years. After retiring, the rabbi set up the Benin Master Yeshiva in Jerusalem and headed it. Over the years, the rabbi served as president of the Jerusalem Institute, was among the members of the Friends of Rambam Hospital and was a member of the Leumi Foundation.
