Damascus - Sana

The Minister of Interior Trade and Consumer Protection, Dr. Atef Al-Naddaf emphasized that the adoption of the mechanism of selling bread on the smart card for accredited and grocers is to reduce congestion and control waste and corruption, explaining that flour is available and there is no fear for the provision of bread.

Minister Al-Naddaf said in an interview with the Syrian channel tonight that the alternative solution to reduce congestion on ovens after the pandemic of the new Corona virus and prevent roaming at night is to expand the outlets through the smart card, indicating that every citizen can take the amount of bread needed and with a maximum of four links.

Minister Al-Naddaf indicated that, as of tomorrow, there will be 783 outlets in Damascus and 1080 outlets in its countryside, chosen from neighborhood committees in cooperation with the executive office in the governorate, and after studying the geographical distribution and population of each neighborhood, stressing that bread is a red line and that there is no change in The price of bread, the bundle in the oven, is 50 liras, and at the authorized hour, transportation fees are added, and a service fee for the certified person is often 10 liras.

Regarding the control of flour smuggling between Minister Al-Naddaf, there is a technical control of the flour issue, and each oven has its allocations of flour, which is required for an appropriate amount of bread. Therefore, the flour that comes out from the mills to the ovens is calculated precisely, which makes the process a hundred percent accurate, and the accredited person has a special card to receive His pre-determined portion of the oven and this mechanism seized the flour in the oven and secured to the citizen what the state provides of support, and that upon the accredited we know the amount distributed to the citizens.

Minister Al-Naddaf said that each accredited person was given an increase over the amount to be distributed on the card 10 percent for sale to those who do not have cards and according to their need against the triple name and the national number, and this method is to control the accredited.

As for the bad bread production in some ovens, Minister Al-Naddaf emphasized that this will be overcome during the next few days, indicating that there are difficulties facing the bread industry, including not obtaining enough yeast, because the five factories that produce it were destroyed by terrorist organizations, so yeast is obtained from the sugar factory Which produces only 30 percent of the need, and therefore dry yeast is imported from outside the country to fill the shortfall, pointing out that a new yeast production plant will start work soon and will cover Syria's need for a positive impact on the quality of bread.

Minister Al-Naddaf said that the economic blockade imposed on the Syrian people prevents the import of machinery and equipment necessary to operate ovens and spare parts for their maintenance, which is negatively reflected on the quality of bread and its difference between one oven and another, indicating that “the number of ovens in Syria before the crisis was more than 2800 oven while there are currently 1630 furnaces Only most of them, which were damaged by terrorism, were restored within the available capabilities. ”

Minister Al-Naddaf stated that the destruction of mills due to terrorism also made the existing ones unprepared for long maintenance, but this situation was remedied and improvement began and wheat and flour became available and well for bakeries, indicating that there is a shortage of technical labor in the ovens despite the presence of catalysts, as it currently provides a reward for each production worker Every week 5000 liras.

Regarding restaurant allocations, Al-Naddaf stressed that according to the law, restaurants are not entitled to take bread subsidized by the state and they must use tourist bread.

On how to obtain the smart card in the next stage, Minister Al-Naddaf stated that any citizen who wants to obtain the smart card has to go to the neighborhood mukhtar or the mayor and fill out a special form where it is sent to the fuel company, which in turn sends the card to the mukhtar or the mayor for the citizen to receive, indicating the presence of Individual cards for the single, university student, or tenant when submitting the required documents in the form.

In response to a question about the possibility of selling a bundle of bread for a hundred Syrian pounds in exchange for increasing its weight and making it double, Al-Naddaf said: “If citizens ask for this matter, we are ready for this matter and you in the media can do a questionnaire about that provided that the bundle be between 10 and 12 breads instead of seven with improvement The quality of bread. Of course, this matter remains dependent on the opinion of citizens. Bread is a red line and we cannot raise the price, ”pointing out that a bundle of fifty pounds can be left in addition to the new option, which is a link of 100 pounds.

Minister Al-Naddaf stressed that any oven or accrediter that sells a bundle of bread at an increased price will be held accountable immediately, calling on citizens to submit the complaint directly.

Al-Naddaf pointed out that the infrastructure and equipment of the smart card are ready to work, whether for baking or other materials, and the interruption of electricity or the network will not affect the work of the device, stressing that if the network does not work, the oven is authorized to give bread to citizens without it.

Concerning the availability of sugar and rice, Minister Al-Naddaf confirmed that the two materials are secure and for long months, and that work is underway to secure and provide oil material. He said that the approved or grocery outlet will provide in the future the subsidized materials for distribution in order to reduce congestion on the Syrian Trade Corporation.

Regarding his evaluation of the experience of distributing gas to the smart card, the Minister of Internal Trade indicated that the distribution of gas on the card is completely different from the distribution of bread, as the problem in distributing gas is the lack of material due to the sanctions and the economic blockade imposed on Syria, where we only had 36 percent of the needs of citizens due to a shortage Supplies.
