Donald Trump announced Thursday his plan for a gradual return to normal, without however fixing a timetable and leaving it to the states to decide on its implementation. "America wants to go back to work and the Americans want to go back to work," Trump said Thursday evening in his daily press conference. “A full stop at the national level is not a long-term solution. To preserve the health of our fellow citizens, we must also preserve the health and the functioning of our economy, " said the American president.

Based on the recommendations of a fairly large council of businessmen and health experts, this plan was dubbed by Trump "Reopening America". It should apply in states or cities where the Covid-19 epidemic has stopped growing.
The plan provides for three phases of gradual resumption of business activities and reopening of schools, and the gradual return to a life
