Coronavirus and unpaid rents: "Universal insurance is needed to pool risk"

Aurélien Taché, LREM deputy for Val-d'Oise and president of the National Housing Council, proposes to postpone the moratorium on evictions "until the end of October" and to increase "aid for receipts for tenants".

Are you in favor of a rental moratorium?

AURÉLIEN TACHÉ. No, even if I welcome the efforts of certain social landlords who are currently more flexible on rents. However, I think it is essential to launch a moratorium on evictions. I have also tabled an amendment to this effect and I hope that the Minister of Housing will announce it soon.

What does this moratorium consist of?

For the moment, the winter break has been postponed to May 31. I suggest it be until the end of October. With the 460,000 people who have been unemployed since the start of confinement or the self-employed without income, it is obvious that the arrears of rent will explode at the end of May. The aid offered so far will not be enough. A "zero eviction" policy must be established.

How then to manage the unpaid rent?

To support the policy of "zero eviction", it is necessary to create a compensation fund of 200 million euros to reimburse the unpaid rents from the owners and to increase the aid for receipts for tenants in difficulty. I will propose this measure during the next amending finance bill in May. But I think we will have to go even further.

That is to say ?

In agreement with the National Housing Council, I propose to create universal insurance to pool the risk of unpaid rents. Faced with the inequalities revealed by this crisis, we must pool the risk of access to housing and ensure that each lessor is required by law to take out insurance against unpaid rent, like compulsory automobile and home insurance.

Such insurance already exists…

Yes but they are not compulsory and are very demanding with regard to the tenant. If tomorrow, all of the lessors were covered, the cost would drop from 4% to 2% of the annual rent, or around 120 euros per year, which could be subject to tax exemption so as not to be perceived as a new tax. for donors. In the end, the cost for public finances would be lower than with Visale. I intend to submit this proposal to Parliament in May.
