LE FIGARO.- Germany devotes a share of wealth equivalent to that of France to the financing of its health expenditure, displays a lower fiscal pressure, and yet its health system has held up better than ours. How do you explain this paradox?
Charles Prats.- Germany has many more hospital beds compared to its population than France, and there are more doctors and fewer administrative staff in health establishments. Basically, in Germany, more money is spent on treatment than on administration. In France, the debate often focuses on taxes. We squabble over who will be taxed and how much. The basic question should first be: how is public money spent?
