However, the rules of procedure stipulate that parties or groups of voters can only form a parliamentary group if they have a seat on the district committee or have at least as many members as the smallest party or group of voters represented on the district committee. The FWD have three district councils, but have lost their seat on the district committee after the election in March. This was snatched away by the Alliance for Dachau / ÖDP / Die Linke / Die Party. The committee community is the association of several district council members in order to be able to send common representatives to the committees of the committee. That worked in the new district council of Dachau. Because the committee community had received more votes than the FWD in the election.
