According to the latest survey results, as of the first quarter of this year, more than 90% of households in Hong Kong have watched digital TV; about 3% of households (about 80,000 households) still use analog TV, reflecting that the vast majority of Hong Kong citizens are fully digital. The Hong Kong Council of Social Service is responsible for the implementation of the assistance program. The application procedures are simple. Households who are receiving specific social assistance programs or belong to low-income analog TV households can apply without having to go through an asset review. Eligible analog TV households can choose one of the digital TV receiving equipment according to family needs, which are digital set-top box, 24-inch digital TV or 32-inch digital TV.
The application form for the plan can be obtained from the 100 regional service units participating in the plan and the 18 District Civil Affairs Consultation Center, and can also be downloaded from the plan website. Applicants can go to the service unit or submit the application form by mail. Within eight weeks after receiving the application, the electrical contractor will contact the applicant to arrange for "one-stop" delivery, installation and immediate recovery of the old analog TV service. The assistance plan will last until July 15, 2021.
