Similar cases include study tours to South Korea. In February, South Korea and Hong Kong issued tourist warnings and entrance restrictions. The school later indicated to the travel agency that it was unable to travel on February 26. It was later informed that the airline would not cancel the ticket and refund. If the school cancels, the total amount of 102,000 will not be refunded. Ye Jianyuan said that it had been confirmed by Cathay Pacific earlier that it had implemented a flexible policy as early as February 24, allowing guests to cancel their tickets free of charge, including the flights selected by the school, but the travel agency refused to provide any tickets and proof of charges.

The joint agency said that the schools in the epidemic had the responsibility to cancel or adjust the study tours, understand the difficulties in the tourism industry, and were willing to bear the handling fees, but the fees should be equal and reasonable.
