During the long hours of negotiations in Brussels, Emmanuel Macron could not hide his nervousness. The French head of state, a great defender of the European recovery plan, could not afford to suffer a failure. On the national scene, the president, who has made European reconstruction the horizon of his five-year term, would have disappointed the last bastions of his support. Especially since the half-hearted compromises having followed one another for three years, he does not have many trophies to wave in this area.
A lack of agreement would also have put public finances under pressure. When Emmanuel Macron announces on July 14 a stimulus plan for the economy of 100 billion, and begins to list the heads of chapters (ecology, reindustrialisaton, support for the most fragile ...), he is indeed already counting on the tens of billions of euros from Brussels. Without this contribution, the executive would have had to present a fourth amendment to the 2020 budget, to record a further deterioration in the deficit
