If the president of the United States cared about the well-being not of his fellow citizens, but only of his potential voters, he would not be allowing the vaccine to develop under partisan uncertainty

Trump wants a vaccine against the virus so he can win the presidential election in November.

He disguises his intentions by suggesting (without proof) the opposite with conspiracy lightness: that "someone" wants to block scientific advances so that he does not win.

In fact, his immediate subordinate on the matter (Stephen Hahn, head of the agency in charge of an eventual approval) has aligned himself with his boss's message and already speaks of early use.
