Democrats have refused to wait for the final decision - and the transition team's website has been launched • Due to the Republicans' apparent control of the Senate, Biden will be forced to nominate moderate candidates from Shikva

The results in many key countries have not yet received a final stamp, but the Democratic Party estimates that at the end of the counting vote the pendulum will move in the direction of former Vice President Joe Biden.

The Democratic headquarters have already begun preparing for the transition to the White House.

Even as President Trump and his men question the legality of the results and file lawsuits one after another (see separate article on page 07), Biden's entourage is preparing to take over the administration and last night the transition team's website was launched.

For the most part, transition teams are moving at a dizzying pace, and they have about two months to set up a new government infrastructure, which includes more than 4,000 political appointments.

"We must continue as if we are about to be elected, as the campaign itself has already estimated," one of Biden's associates explained to Politico.

"The work of combining the campaign with the transition team, assigning titles and roles, who will do what, decisions and schedule - all of these do not stop or change, even in a challenging transition." 

Indeed, the transition - if and when - is likely to be more challenging than ever.

On the one hand, some of the work can start as a series, for example security classification work for potential employees.

On the other hand, there will be federal agencies that the transition team will not be able to work with until the election results are official, and the Biden people will not even be able to enter government offices in the meantime.

Any attempt by Trump and his people to challenge the results could also pose obstacles to the transition team.

And the hardships don't end there: Although Democrats have been working for months to prepare the ground for a potential White House entry, the assumption that the Senate will remain Republican-controlled forces Biden's team to rethink both policy and senior appointments.

Among other things, Biden will need candidates that Republicans, led by Senate Majority Leader Mitch McConnell, will agree to approve. 

A blow to Susan Rice

For example, according to a report in Axios, former UN Ambassador Susan Rice's candidacy for the post of Secretary of State is likely to be hit by the complex relationship with the Republicans, and replaced by Biden's close adviser, Anthony Blink, who is considered more "moderate." It is acceptable to McConnell and his friends. People close to the Senate majority told the website that "he will work with Biden on candidates from the center, but not on radical progressives." 

And while the transition teams are already trying to move forward, the Democratic campaign is still working to secure victory.

Biden himself convened a press conference on Tuesday and declared: "Obviously we are winning."

"I am not here to declare victory," he stressed, "I am here to say that when the count is over, we believe we will be the winners."

Unlike President Trump, Biden made it clear that "every vote should be counted" and that "no one will take our democracy away from us."

"When the election is behind us, it will be time to put the destructive rhetoric behind us. Unite, recover and come together," Biden added. 

While the former vice president maintained stateliness, the campaign leaders were a little more determined yesterday.

"The story today is going to be very positive for us," Biden campaign manager Jen O'Malley said last night, "Joe Biden is on his way to winning the election, and he will be the next president of the United States."
