A former female assistant of the Hon Lee Wai-king, involved in a woman related to a resident organization of Hoi Lai Village in Sham Shui Po, conspired to distribute "fortune bags" to bribe the election to induce villagers to vote for Cheng Yongshun in the 2018 Legislative Council West Kowloon by-election. He was charged with three crimes including election fraud, and the case opened in West Kowloon Court today (19th).

The prosecution's opening statement revealed that one of the defendants involved in the case received a message on the polling day to vote for Zheng, but when he arrived at the voting station he learned that he had not registered as a voter, but he still falsely stated that he had voted as instructed.

3 female and 1 male defendants: Deng Yimei (42 years old), Wang Weixia (52 years old), Chen Huijuan (50 years old) and Li Mou (50 years old, male), all residents of Haili Village at the time of the incident, all reported unemployed.

During the incident, Wang was employed in Li Huiqiong's Legislative Council Member's Office as a part-time assistant to a member of Parliament.

She and Deng were alleged to be related to the Haili Village resident organization "Haili Friends Club", and were also charged with one count of conspiracy to commit fraud in the election. They accused them of providing information from February 28 to March 11 of the previous year. A lucky bag worth about 100 Hong Kong dollars for daily necessities and food.

The other two defendants were each charged with a crime of fraudulent conduct in the election, that is, accepting benefits as an inducement to vote, alleging that they agreed to accept a daily necessities worth 100 yuan each from March 5 to 11 of the previous year without reasonable excuses. A lucky bag for food, and an unknown lucky bag gift worth about 100 yuan.

Deng collects resident information and sends it to Wang

The control plan said that in March of the previous year, Deng collected information on residents of Haili Village in accordance with Wang's request.

After Wang received the information including the other two defendants, he asked them to vote for Zheng Yongshun, the candidate for the by-election.

Chen voted for Zheng Yongshun in the by-election.

Li was reminded by Deng on election day that he was going to vote, but Li learned after the polling station that he was not allowed to vote, but he still told Deng that he had voted for Zheng.

According to the facts admitted by both the prosecution and the defense, Deng and Li only registered as voters after the statutory time has passed, and therefore failed to vote in the by-election.

The prosecution revealed in court that it would call 11 witnesses, including off-street witnesses and ICAC staff. The evidence was mainly based on the content of the defendant's WhatsApp communications.

Except for Chen, the other three defendants did not dispute the voluntary nature of the warning statement.

Huang Aiying, chairman of the "Friends of Haili Society," confessed that at the request of the DAB the year before, he signed a consent form for the by-election in the name of "Friends of Haili" and asked the DAB to post the by-election posters in the place where they belonged.

She confirmed that Wang was a volunteer for the organization, but she did not know whether Deng was a volunteer.

Huang also said that the "Friends of Haili Club" would distribute rice cakes and moon cakes to the villagers, but to avoid suspicion of election bribery and the fact that the population was confirmed, the distribution stopped early the year before.

The trial continued.
