Three years ago, the welding worker, his father and younger brother were hit by an I-shaped iron frame when they were working on the site of Baitian Village three years ago and they were sent to hospital and died.

The Coroner's Court initiated an inquiry on this earlier. The father of the deceased claimed that the subcontractor foreman who lifted the iron frame did not have the relevant license, and that the general sentence and subcontractor were delayed for more than half an hour before calling the police.

Magistrate Zhou Huizhu today (10th) ruled that the deceased died in an accident, and referred to the Department of Justice for follow-up action regarding the subcontracting of commercial management involved in providing "tea money" to Libra to find out whether a criminal offence was involved.

The deceased Mai Yongfeng (28 years old) was hit by an I-shaped iron frame on December 9, 2017 in the seven to eight sites of Baitian Village, Shek Kip Mei, and died after being sent to the hospital.

The magistrate stated that the investigation report of the Labour Department alleged that the stent was tied in a wrong way, causing it to shift to the position where the deceased was standing, causing an accident.

She believes that in addition to tying errors due to the lack of qualified "horse burial staff", the case is also related to the failure of the foreman of the construction to comply with the regulations.

Foreman knowingly violated regulations

The judge and the foreman Luo Zhanxi lent the walkie-talkie to the foreman of the Shang Yida project, the deceased cousin. He claimed that he did not know that Mai Yi would use it to call the Libra man to work.

However, the evidence indicates that he had lent the walkie-talkie to Mai Yi before the incident and did lifting work many times.

The Coroner's Court ruled that Luo knowingly violated Junhe's regulations, that is, a foreman must be on site to perform lifting work.

It is recommended that signallers identify themselves

The Coroner's Court referred the case to the Department of Justice for follow-up.

In an earlier inquiry, the deceased’s father, Mai Bingqiang, confessed that he had suggested to Yi Da’s boss that he should find someone with a lifting license to do the relevant work, but the boss said that the foreman Mai Yi could do the lifting work.

Later, the eldest son was asked to help tie the iron chain on the I-shaped iron frame. Father Mai said he had told them not to use this method. The eldest son took care of him and walked away. However, after he turned around, Mai Yi instructed to lift the iron frame. The frame turned back and hit the eldest son.

Father Mai pointed out that the eldest son was still awake at the time, and he asked to call the police, but Jun and the foreman ignored him until the Housing Department foreman came to the scene and said that if no one called the police, he would call the police, and Mai Yi began to call the police.

But his eldest son died in the end.
