The Jerusalem municipality yesterday (Monday) fined protesters against the construction on a white ridge for a sign and an installation that they used during the protest.

The demonstration was held during a discussion in the District Planning and Building Committee that dealt with springs that could be harmed by the construction plan.

Several dozen demonstrators came to the demonstration.

And Klil, one of the organizers of the protest, said that it was done with approval.

According to her, one fine in the amount of NIS 475 was given for an installation they prepared on the spot under the heading "Eye of Destruction" and for a drum set that one of the activists brought.

The second fine states that the offense is "election signs - displaying a sign without a license," even though according to the activists it is a sign of the organization "Saving the Mountains of Jerusalem" that was hung during the demonstration.

"The inspectors came and called me as the organizer of the demonstration and the inspector said that there was an activist who told him not to hang a sign and he hung it."

According to Klil, the same activist said he was not asked to take down the sign, but was fined.

"We were not told what, we did not understand at all that it was illegal, we brought a rubber pool and a hammock to the installation. And we tried to understand that we are a bunch of young people, but they did not explain to us, and I did not understand at all that they meant a report.

Klil explains that they intended to collect all the equipment at the end of the demonstration.

"We all the demonstrations collect and pick up dirt and we have never had such an encounter. We were actually entered even though the demonstration was happy."

She further said that they felt that they were being abused for no reason.

"I felt really disappointed with the conduct of the municipality."

The plan of the Ministry of Construction and Housing includes the construction of a new residential neighborhood with about 5,000 housing units and about 300 sheltered housing units in the open space.

The plan stipulates that part of the area will be defined as supplementary land for developers for urban renewal projects in the city.

This is a complex that was part of the Safdia plan that was promoted in the previous decade and included the construction of tens of thousands of housing units in several areas west of Jerusalem.

The plan was rejected, but since then the state has begun promoting parts of it, including construction on a white ridge.

Thousands of objections were filed to the plan, including from the Society for the Protection of Nature, Let the Animals Live, residents and a regional council in Judea.

The objections allege severe environmental damage to the area, including damage to the landscape, animals, plants and springs - and in particular the Ein Lavan spring.

The hearing was held yesterday following a decision by the National Subcommittee on Appeals of the National Planning and Building Council that approved the plan earlier this month, but ruled that a further hearing should be held on measures to reduce the damage to the springs.

This is because the latest proposal from the Ministry of Construction and Housing dealt only with Ein Lavan, and not with other springs that could be damaged, and was not approved by the district committee.

At the end of the discussion, the Ministry of Construction and Housing was asked to submit in writing the sections regarding the treatment of springs so that it would be possible to examine and respond.

Thousands of objections were filed to the construction of the neighborhood.

The chairman of the Awakening faction, Ofer Berkovich, said that "the demonstration on the future of the White Ridge and the springs is important. This is a strategic asset for Jerusalemites, the beach of Jerusalem.

It is a shame that Moshe Leon and the Jerusalem Municipality, who do not enforce the protection of the corona, prefer to give reports to a group of caring young people, who are willing to listen to the provisions of public order and hold a demonstration on the license.

It shows a detachment from the field, it shows an inability to focus mainly.

The unjustified reports should be abolished and the important public protest allowed. "The

municipality responded that" these are not demonstrators who held signs or a drum in their hands but those who made illegal use of public space.

The reports were given to protesters who hung signs on low-height lighting poles, thus creating an obstacle in the street that could pose a danger to pedestrians, as well as putting up a table without a permit and refusing to evacuate it. "
