In order to meet the Hong Kong government's carbon reduction target, CLP will assist customers to save energy and reduce carbon through a number of programs, including "Energy Audit Service", "Green Building Fund", and "Energy-saving Equipment Upgrade Program".

Lu Zhihua, Director of Customer Service of China Light and Power Enterprise, said that after merchants save operating costs, funds will flow into the society to drive Hong Kong's recovery.

And Yang Xiangli, the person in charge of Anshan Cafe, the applicant for the plan, said that the new air conditioner can save about 40,000 yuan in electricity bills each year, "saving a few people's labor."

CLP launched three service plans, including "Energy Audit Service", "Green Building Fund", and "Energy-saving Equipment Upgrade Plan".

Lu Zhihua said that the "Energy Audit Service" will arrange engineers to observe the power consumption of equipment, such as air conditioners and electric lights, and after evaluating the usage, provide energy-saving improvement plans to allow customers to save money.

He pointed out that the service target is to provide at least 600 audits for the industrial and commercial sector each year.

As for the "Green Building Fund", it applies to all buildings in Hong Kong, including providing about 100 million Hong Kong dollars per year for re-checking the building, replacing building equipment, and installing smart equipment such as temperature sensors. The target is to provide subsidies to 400 buildings each year. Change equipment.

Lu Zhihua pointed out that the current plan has been well received and the application procedures have been simplified last year.

From October 2018 to the end of last year, about 1,500 buildings have benefited, saving about 110 million kilowatt-hours of electricity.

"Energy-saving Equipment Upgrade Project" subsidizes the replacement of air-conditioners and lamp bulbs

The "Energy-saving Equipment Upgrade Program" subsidizes industrial and commercial customers to replace or purchase energy-efficient LED bulbs and tubes, and air-conditioning equipment with a Class 1 energy label.

Lu Zhihua revealed that the subsidy for each air conditioner is 1,000 yuan, each LED light bulb is 10 yuan, and each water cooler is 100,000 yuan.

He pointed out that the time to replace the equipment depends on the scale of the project. Small businesses only need 1 to 2 days to replace electric bulbs and air conditioners. Large businesses can also carry out the project in phases, so the impact is not significant.

Lu pointed out that from October 2018 to the end of last year, 4,300 projects have been funded, saving about 40 million kilowatt-hours of electricity.

He said that the response is good now. Small and medium-sized enterprises such as restaurants and retailers account for more. The quota for the first three months of this year is full, and the processing of new applications will be postponed to next year.

And the amount approved this year is 20 million yuan, which is 5 million yuan more than last year.

Three plans to save 270 million kWh of electricity in two years

Lu Zhihua said that from October 2018 to the end of last year, the three plans saved a total of 270 million kilowatt-hours of electricity, which is equivalent to the annual electricity consumption of 60,000 households. "Saving 120,000 tons of carbon emissions is equivalent to planting 5 million. Trees.” He believes that merchants can save operating costs through energy conservation, and that funds will flow into society to drive Hong Kong’s recovery.

And CLP uses 65% of the energy-saving incentives, namely 1 million yuan, to set up the CLP Community Energy-saving Fund and launch community support programs, such as distributing 50 yuan consumer vouchers to the elderly and subdivided households. Used by restaurants and merchants.

How to meet the application requirements?

In terms of application requirements, each program has different qualifications.

However, any customer can apply for "Energy Audit Service", as long as the application is submitted and passed, CLP will send personnel to inspect and evaluate the equipment.

As for the "Green Building Fund", only residential and industrial buildings (excluding government buildings) that are supplied by CLP can apply.

Before applying, customers must hire a qualified consultant to fill in the plan, which includes estimating the amount of electricity that can be saved after the project is completed, and the project bidding document.

After the customer has passed the application and completed the project, CLP will receive the subsidy amount after dispatching personnel to inspect it.

As for the "Energy-saving Equipment Upgrade Plan," the industrial and commercial customers under the CLP power supply are customers with high demand for non-residential electricity.

After submitting the application, CLP will dispatch personnel to inspect the equipment before and after the installation, and the subsidy will be directly deposited into the customer's electricity account.

Funded restaurants: save a few people’s labor

The Anshan Tea House, located in Tai Shui Hang and managed by the Ma On Shan People's Health Promotion Association, received a subsidy of RMB 2,000 from CLP to replace 100 energy-saving lamps with LED bulbs under the "Energy-saving Equipment Upgrade Program" in 2019.

Later, in 2020, he also applied for the "Green Building Fund", spending about 400,000 yuan to replace 8 air conditioners with inverter air conditioners, and received half of the funding from CLP about 200,000 yuan.

Yang Xiangli, the person in charge of the cafe, said that the past facilities were dilapidated, the air-conditioners made noisy noise and dripping water, and the color temperature of the compact fluorescent lamps was pale. It saves 3,600 kilowatt-hours of electricity; and the new air conditioner saves about 40,000 yuan in electricity bills every year, "saving a few people's labor (monthly salary)." He also pointed out that the saved money will be built on the wasteland next to the tea house to build the Ma On Shan Story House. The local history and culture and the Maanshan mine will also set up a bicycle hall for use by the neighborhoods in the area.
