In my opinion, there are three main reasons for failure.
The first is that this conflict is not easy.
Some of the questions are very complicated!
The second and more important reason is politics!
Each time, at the time of the decision, one of the two parties was not politically ready.
Today none of the parties are!
The third reason is that we are negotiating two totally different things.
We negotiate arrangements, specific elements, sometimes technical, but we also negotiate on intangible things, impossible to quantify: who has the most links with this land, who has more love for Jerusalem, what is it? passed in 1948?
