The Office of the Ombudsman’s preliminary investigation found that although the Transport Department advised doctors to fill in the "Physical Examination Certificate" for driving license applicants aged 70 or above, the scope of the medical examination should be performed, but it did not require doctors to apply before filling out the certificate. Persons carry out any specified inspection items.

The Commissioner’s Office will investigate relevant issues, examine whether the Transport Department’s requirements for driving license applicants or holders are appropriate, and make recommendations for improvement when necessary.
