IGPN was seized after a 19-year-old was injured in the Val-Fourré district on August 10. Driving a vehicle sign

Fractured jaw and nose, a multicolored hematoma under the ear and 15 days of incapacity for work subject to further complications.

Here is the medical assessment of MC, a 19-year-old resident of Mantes-la-Ville, who had to be operated on urgently after being the target of a defense ball launcher (LBD) by the police while he was trying to evade a traffic check.

The facts date back to Tuesday, August 10.

It was around 7 p.m. when public security agents spotted a car reported stolen in the Val-Fourré district in Mantes-la-Jolie.

They summon the driver to stop but the driver refuses and tries to run away.

A car chase then begins.

Then the motorist abandons the vehicle and leaves on foot.

"He did not even walk a few meters that he was shot, with what appears to be an LBD," says Philippe Quimbel, the young man's lawyer.

Until he runs away, he is guilty of serious offenses for which he will have to answer for his acts.

But there was no particular danger, he was from behind… What is the next step, the service weapon?

What if the projectile had hit the temple 10 centimeters higher?

An open procedure for theft and concealment of a vehicle, refusal to comply with endangering others

Arrested, the injured driver is taken to the station where the firefighters are called to take care of him.

At Mantes-la-Jolie hospital, a heavy device is deployed.

"There were five police vans, it was totally disproportionate," said the lawyer.

As his condition required maxillofacial surgery, he was transferred to the Pitié Salpêtrière hospital in Paris (13th century).

“Since his release, he has still not been placed in police custody,” says his advice.

The Versailles prosecutor's office confirms, however, that a procedure is well open "for counts of theft and concealment of vehicles, refusal to comply with endangering others".

In parallel, a second investigation was entrusted to the IGPN, the police force, "to determine the circumstances of the use of the weapon (LBD) likely to have caused the injuries".

In the medical report that we were able to consult, it is specified that MC told the doctors to have received blows in the face as well as a shot from LBD.

Currently recovering with members of his family, he is preparing to file a complaint for willful violence by a person holding public authority.
