A level four fire broke out in the Shichang mini warehouse in Amoy Industrial Village, Ngau Tau Kok. The inquiries on the cause of death of two firemen who unfortunately died during the fire fighting continued today (15th). The senior fire chief who first arrived at the fire site continued to give evidence. He said that it was noon on the same day. At 12 o'clock, the fire became violent, and they then opened their throats and entered the fire to try to cool down, which was ineffective, before deciding to upgrade to a level 3 fire.
He also pointed out that the front-line firefighters could see no one was trapped. Although as a firefighter, someone could not be ruled out in any environment, but the scene was too smokey and the vision was affected, and there was not enough manpower to search all the warehouses. .
Liu Xu said that the temperature at the scene continued to rise, and the time that firefighters could stay was reduced from the first 30 minutes to only 5 minutes in the end. He also had to get into an ambulance to rest due to inhalation of heavy smoke that day.
The two deceased: Senior Fire Chief Zhang Yaosheng (30 years old) and Fire Brigade head Xu Zhijie (37 years old) were killed in the fire fighting in the Shichang Mini Warehouse in Amoy Industrial Estate, Kowloon Bay on June 21 and 23, 2016 respectively.
The scene caught fire on the morning of June 21 of the same year and quickly developed into a four-level fire. It burned for 5 days and 4 nights until June 25. The fire was put out. The cause of death was inquiring about the deaths of the two.

Regarding a thermal video camera with similar functions, Liu pointed out that the operation of the machine uses infrared imaging technology to determine the temperature difference and find the source of the fire.
However, the mini-storage compartment was complicated and had many metal compartments, so the thermal video camera could not function at that time.
Liu Xuxu pointed out that the firefighters did not use the lead wire when they entered the fire scene that day. Liu explained that the lead wire was used to clearly identify the locations of the entrances and exits that had been searched and separated. However, there were too many passages in the mini-storage scene. The lead wire will hinder rescue and fire fighting.

Judge the fire temperature based on professionalism
Regarding whether there was a dynamic risk assessment, Liu said that he and his team members searched and rescued from the moment they arrived at the fire site to when they entered and exited the fire site. The temperature keeps rising at the scene and can only stay for 5 minutes
The barrister representing Shi Chang showed in the court the report prepared by the Fire Services Department after the fire involved. It showed that when the temperature of the fire site is below 100 degrees, the firefighters can stay inside for 25 minutes; when the temperature of the fire site is between 100 and 160 degrees, the firefighters Firefighters can stay inside for 10 minutes; when the temperature of the fire scene is as high as 160 to 235 degrees, firefighters can only stay inside for 1 minute.
Liu said that he had not seen the list, but he had received training on temperature and length of stay.
At the beginning of the fire that day, firefighters were only allowed to stay in the fire site for a maximum of 30 minutes; after 11:45, due to the increase in the temperature of the fire site, the stay time was reduced to 15 minutes, and in the later period it was reduced to 5 minutes.

The barrister Zeng Aiqi, who represented the family of Zhang Yaosheng’s deceased, quoted Liu’s confession saying that although Liu had never entered the fire scene and had been directing work at the fire scene, he also felt dizzy due to inhalation of heavy smoke at 12:55 pm that day. With a rapid exhalation, he needs to leave Amoy Industrial Building and go to an ambulance, put on an oxygen mask and rest for about 30 minutes.
