Emmanuel Macron had a talent in 2017, that of bringing together two deep trends which, while colliding, crossed France. The first was the deep desire for sovereignty, intimately linked to the nation and referring to a people who have control over their destiny. The second was a cruel observation: with its 67 million inhabitants, France would not have the critical mass to weigh on the international scene. Faced with the United States and China, only Europe could win. To overcome this contradiction of scale, the candidate and then the president succeeded in imposing a formula, that of "European sovereignty", called today so often that one would forget that this noun and this epithet together form a perfect oxymoron.
