The Russian Foreign Ministry today summoned the Chargé d'Affairs of the Ukrainian Embassy in Moscow, Vassily Pokotilo, to protest the attack on the Russian Consulate in the Ukrainian city of Lvov.

The ministry said in a statement: "Today a terrorist attack was carried out against the Russian Consulate General in Lvov, where an unknown person threw a Molotov cocktail at the entrance to the mission area, which posed a threat to the security of the foreign mission. Fortunately, none of the employees was injured."

"This serious incident by the Ukrainian authorities constitutes a direct violation of the 1963 Vienna Convention on Consular Relations, the 1973 Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons, including Diplomatic Personnel, and the 1993 Consular Agreement between the Russian Federation and Ukraine," the ministry added in its statement.

The statement pointed out that this attack was caused by provoking anti-Russian hysteria in Ukraine and fueling hatred and hostility towards the Russian Federation.

The statement continued, “In this context, the Consulate General of Russia sent a note to the regional office of the Ministry of Foreign Affairs of Ukraine and an appeal to the head of the General Directorate of the National Police in Lvov to demand urgent measures to strengthen the security of the mission and its personnel, search for and punish those responsible. A similar note was sent by the Russian Embassy in Kiev to the Ministry of Ukrainian Foreign Ministry.

The statement indicated that "the Ukrainian Chargé d'Affairs in the Russian Federation was summoned to the Russian Foreign Ministry, where he was handed over in strong protest, with clarification of the demands that the Ukrainian side fulfill its international obligations to ensure security and create appropriate conditions for the normal work of Russian diplomatic and consular missions."

The Russian Foreign Ministry expressed its hope that the Ukrainian authorities will take the necessary steps to implement their international legal obligations, identify and hold those responsible to account, provide guarantees that such incidents will not be repeated, and apologize for Kiev's failure to fulfill its obligations to ensure adequate security for the Russian consular post.
