Few know what TMA 52/1 is, but behind this code lies a plan with enormous significance - for Judea and Samaria and small Israel alike.
NAP 52/1 is an outline plan promoted by the Judea and Samaria Civil Administration, and aims to legalize illegal Palestinian quarries.
The plan itself defines 11 land areas spread over a huge area of about 15,000 dunams, for the benefit of those pirate quarries.
All of them, by the way, are in Israeli-controlled territories.
A law-abiding person who wants to establish a quarry is bound by important threshold conditions.
A quarrying permit is obtained only after the submission of an orderly plan, which includes environmental and health opinions, as well as a plan that requires the quarry to be rehabilitated after the end of the time-limited quarrying.
Also, a legal quarry can not be established near a locality, due to the severe harm to the quality of life and health of the residents.
So in Little Israel, and so in Judea and Samaria - every entrepreneur is committed to these conditions. Committed, if he is Israeli. And if he is Palestinian? The Wild West is celebrating.
A person who does not count the law - just carves.
The pirate quarries tear up the ground and leave it wounded.
They have no rehabilitation plan.
They are an environmental hazard, health and safety, and harm natural and water resources.
There are dozens of them in Judea and Samaria. The one who is supposed to stop the lawlessness and enforce the law is the Civil Administration, and as in any other field - he also fails in this.
Now they have found in the Civil Administration a method: to train without really regulating.

In fact, what the administration is doing now is to retroactively grant a kosher certificate to dozens of illegal quarries and increase quarrying in them, without demanding what is appropriate: permits, a rehabilitation plan, safety.
Quarries that destroy archeological sites will continue to operate harder, quarries near settlements will continue to quarry at the expense of the residents there, quarries near roads will continue to work and continue to pose a safety hazard.
And this is not the end.
The Civil Administration did an exercise here.
Without getting tired of the details, he actually approved a plan for quarrying a sawn stone, when in practice aggregates are going to be hewn there.
What's the difference, you ask?
Aggregates are gravel.
Gravel is more harmful to the environment and health, so regulation of it is tighter.
The Civil Administration knows this, so it twists the system so that it dances to its own flute, even if it is fake.
Thus, while approving a huge program, the State of Israel awards a prize for delinquency.
It encourages illegal quarries, financially harms entrepreneurs who respect the law, harms the environment, soil, water, health, and with its own hands turns the Judean territories into the garbage can of the quarries in Israel. Those who usually do the work and expose the lies - these are organizations Civilians like the Yesha Council, Regavim and "Keeping Eternity".
They bring opinions, interrogate, shout.

This program needs to be stopped, tested and redesigned.
Defense Minister Bnei Gantz must stop her, and the state comptroller must investigate who is pulling the strings there, in the Civil Administration, and who is cutting a coupon from this plan, because the price tag - we will all be paid.
