The ICC is a competent criminal jurisdiction to characterize “
war crimes
” and “
crimes against humanity
”.
It does not judge States, but individuals, so its prosecution will target political and military leaders, particularly Russian ones.
The master of the Kremlin himself could be implicated, this court not recognizing the immunity of heads of state.
