Today, the UN Security Council refrained from approving the Russian draft resolution that calls for ensuring the evacuation of civilians, providing them and medical personnel with full protection, and facilitating humanitarian access.
Russia and China voted in favor of the draft resolution, while 13 countries abstained in the 15-member council.
The passage of the draft resolution required that no less than nine permanent and non-permanent members of the Council vote for it, provided that no permanent member country voted against it.
