In recent years, the Government has made great efforts to develop innovative technologies and hopes that Hong Kong will become a smart city, in which open data is also an important part.

The Internet Society of Hong Kong released the latest evaluation report of the "Hong Kong Open Data Index" on Thursday (24th).

Hong Kong edged up 2.5 points to 72.4 points, with the most significant increase in traffic and weather data.

Although the score has increased, the association believes that the government authorities still have incomplete data in the fifth wave of the epidemic.

For example, the announcement of the details of the case was cancelled, and it was referred to as "no longer meaningful".

The Association believes that now is the right time to rethink data infrastructure.

According to the evaluation report, the score of the traffic data category increased by 10%, from 76.9 points to 85 points.

The Association believes that in 2021, there will be more public transport service operators to release data on the "Information Link", including the real-time estimated arrival times of KMB and green green minibuses; And the MTR, the progress after opening some lines in real-time arrival data.

As for the climate and weather data category, the score also increased by 16%, from 70 points to 81.3 points.

The association believes that this category has benefited from the fact that the Hong Kong Observatory has published more real-time data sets, including temperature and wind-related data, on the "Data Line" in the past two years.

In addition, the five lowest-scoring data categories remain unchanged: business registration, land, justice and security, housing and government operations.

The report also cites an international study on the "Global Data Indicators", which shows that Hong Kong's score in data governance is low.

The association believes that even though the Observatory has opened up more data in recent years, the data presentation method is not standardized, which is not conducive to data exchange, and the fairness cannot be effectively used for civil applications.

In the fifth wave of the epidemic, the government authorities also experienced incomplete data.

Huang Haohua, the convener of the association's open data group, pointed out that the government had canceled the release of the details of the case, saying at the time that it was "no longer meaningful", so he was surprised.

He believes that officials do not pay attention to data. However, the outbreak of the epidemic is rapid, and the existing processing methods cannot cope with it. This is the right time to reflect on data infrastructure.

The association also suggested that the government should encourage stakeholders and the public to participate in building a data ecosystem.

For example, consumer data such as Octopus or online shopping platforms, because of the public interest involved, the authorities can assist in establishing a safe and reliable mechanism for sharing among stakeholders, or even open the data.
