The number of detainees in Israeli prisons on suspicion of membership or identification with ISIS has reached 80, but in the past year it has decreased to 19 inmates, including Israeli and Palestinian citizens.

The defense establishment has pointed to dozens of activists who have been released in recent years and are under control but something happened along the way.

The GSS and the police failed to thwart the two attacks in Be'er Sheva and Hadera and the question is now whether there are terrorists waiting for an order or decision to carry out similar attacks.

In 2015, an indictment was filed against four teachers from the Negev At least one of them tried to leave for Syria through Saudi Arabia to fight on behalf of the murderous organization. The police's assessment at the time was that they were led by another teacher who fought in Syria and was killed. The former teacher to carry out the killing spree in Be'er Sheva.

Immediately after the attack, his two brothers were arrested to rule out the possibility that they knew about his intentions.

One of them was released on Friday at the end of an investigation when it became clear that he did not know about his intentions to carry out an attack and the other is still in custody.

There was a feeling in the public that the GSS and the police would draw the conclusions from the attack in Be'er Sheva and make preventive arrests, but another attack broke out, this time in the city of Hadera.

An investigation revealed that the two terrorists were detained and one of them ran an actual prison sentence of over a year in an Israeli prison for identifying with ISIS.

The two murderous attacks raise serious questions about the conduct of the General Security Service and the Israel Police, especially whether it was possible to know in advance about the terrorists' intentions to carry out attacks.

This issue is currently being investigated by the defense establishment.

Security sources said yesterday, "It was expected that Israeli citizens who were previously suspected of membership in ISIS would be under surveillance, basic monitoring for fear that they might return to Suram. Now they are investigating how it happened. What did not work."

But these are the few questions.

In the immediate term, the question arises as to whether there are other terrorists who intend to carry out attacks in the home front of the State of Israel in the spirit of ISIS and others?

Is there a connection between the two attacks or is it a coincidence as a result of wild incitement in the networks?

Has an order been given by outsiders through the social networks to activate dormant cells?

It is important to emphasize that at this stage it is not clear whether there is a connection between the two attacks.

Security officials last week dismissed criticism that they did not know about the terrorist attacks ahead of time and claimed that once a prisoner or suspect is released they are monitored and supervised but unlike Palestinian citizens there is a substantial restriction on monitoring and monitoring a Palestinian citizen.

It is not possible to summon an Israeli citizen for questioning or questioning without appropriate evidence and it is not possible to deepen surveillance in certain methods without court approval.

Still, the GSS and the police will have to answer the difficult questions as soon as possible before another attack breaks out without them knowing about it. The burning question is what to do in the foreseeable future. Activity in the spirit of ISIS? And what about their relatives or those who come in contact with them and could very well be planning at this stage hostile terrorist activity or knowledge of their intentions?

The IDF decided not to take risks and from tonight will intensify the Judea and Samaria area in four battalions of fighters since there are quite a few Palestinians in the territories who are affiliated with ISIS and there is a reasonable fear that by encouraging wild incitement and foreign elements will try to carry out similar attacks inspired by them.

In addition, at this stage, the possibility of examining administrative detention against suspects with the potential to carry out terrorist attacks among Israeli Arabs is being considered.

In order to approve such a process, a chain of legal approvals was taken, including the approval of the Minister of Defense.

Security officials clarified early in the morning that no decision had been made on the matter.

It is not clear who raised the issue but it is important to emphasize that the standard of evidence for administrative detention is very high legally.
