The delivery of the memorandum came in the wake of warnings revealed by Dmitriy Polyansky, First Deputy Permanent Representative of Russia to the United Nations about the possibility of the Kyiv regime and the Ukrainian Nazis using weapons of mass destruction to gain an advantage on the battlefield, noting the possibility of covert use of weapons of mass destruction in small quantities for tactical purposes and that according to available information This was to be done at the Azovstal plant, but the decision of the Russian command to cancel the attack thwarted these plans.
In his statements after a meeting with the Director-General of the Organization, Fernando Arias Gonzalez, Shulgin expressed his hope that the technical secretariat of the Organization for the Prohibition of Chemical Weapons would act with impartiality, objectivity and transparency in the current situation.
The Russian delegate also drew the CEO's attention to the same method in implementing such scenarios, which can be followed in both Syria and Ukraine, noting that if the Ukrainian adventurers decided to implement this under a false banner, then it would be difficult to deceive the international community and convince it of Russia's responsibility for such actions.
