The Knesset committee is currently (Monday) discussing the request of Prime Minister Naftali Bennett and the right-wing faction to declare MK Amichai Shikli a retiree.

On the right, they decided to use the punishment procedure that would declare him retired only now, about ten months later, after the retirement of another member of the faction, former coalition chairman Idit Silman. To run in the next elections within one of the parties represented in the current Knesset, but only in a new and independent party, unless he resigns from the Knesset immediately after being declared retired.



The decision to declare Shikli a retiree was made earlier this month, as part of the damage review following Silman's retirement and an attempt to prevent the disintegration to the right.

The move is intended to isolate Shikli Mesilman and prevent them from joining another MK from Bennett's party and splitting into a separate faction. A split into a new faction will protect right-wing defectors from sanctions and restrictions and allow them to run in the next Likud or religious Zionist elections.



The announcement of a resignation has dramatic implications for Shikli's political future and if he does not resign from the Knesset after the announcement, he will not be able to run in the next Likud or religious Zionist elections and even if he forms an independent party he will not be able to run on a joint list.

This also has implications in the current Knesset - he will be banned from being part of a faction, he will not be able to propose no-confidence motions in the government, he will not receive ongoing party funding and will be able to submit private bills only at the expense of other factions;

This is true even if he wants to serve as a member of a committee - only if one of the other factions allocates him a seat.

In addition, if another government is formed in the current Knesset, Shikli will not be able to serve as a minister or deputy minister unless he resigns from the Knesset immediately after being declared retired, and then all sanctions and restrictions will be lifted.

The debate in the Knesset committee will be chaired by MK Eitan Ginzburg (blue and white), and not the committee's chairman Nir Orbach, who from the beginning wanted to replace him and is also sitting seven on his mother these days.

The coalition has a solid majority in the committee: 9 out of the 15 members of the committee come from its ranks, and also given the boycott of RAAM and the absence of MK Walid Taha, its majority is guaranteed.

The opposition has in principle six seats on the committee, but only two of them are staffed in light of the boycott of Knesset committees that has lasted since the formation of the government.

Members of the Likud and Religious Zionism intend to attend the discussion to support Shikli, but they are not members of the committee and do not have the right to vote.

The opposition considered breaking the boycott and appointing members on their behalf for Shikli's debate but in any case the majority of the coalition is guaranteed.

On the right, MK Orbach, who is sitting seven on his mother, is expected to replace another MK from the faction, and MK Idit Silman can also be replaced by another MK from the faction, if she wants to vote with the opposition and jeopardize the move.



Before the holiday, Shikli submitted a document to the committee in which he noted 98 promises made by the leaders of the right-wing party, Bennett and Shaked, which he claims have been violated since the last election.

He and his lawyer, Guy Bossy, are expected to sharply attack Bennett and Shaked in the hearing, who will not appear for the conduct of the proceedings themselves, but sent on their behalf the third minister on the right, Matan Kahana.

Shikli has petitioned in recent days against the proceedings before the High Court, and among other things demanded that Bennett and Shaked be required to appear at the hearing, but yesterday withdrew the petition after the judges hinted that it was too early.
