New York-Sana

Syria's permanent representative to the United Nations, Ambassador Bassam Sabbagh, stressed that what Syria has been subjected to during the past 11 years as a result of the destructive and criminal policies of some Western countries requires those countries to be held accountable for their crimes, stressing that if the Security Council is serious about stopping and preventing war crimes and crimes against humanity, let it begin. This is done immediately by investigating the crimes of the so-called “international coalition” in Raqqa and Al-Baghouz.

During today's Security Council session on the situation in Syria, Sabbagh referred to the letter sent by the Minister of Foreign Affairs and Expatriates, Dr. Faisal Miqdad, on the 18th of this month to the Secretary-General of the United Nations and the President of the Security Council on war crimes and crimes against humanity committed by the so-called "international coalition", which It is led by the United States in the city of Raqqa and the Baghouz area in Deir Ezzor countryside, which led to the killing of thousands of innocent people, including women and children, and the destruction of infrastructure, public and private property, health and educational centers, and a number of places of worship.

Sabbagh stressed that Syria holds the US administration and its allies implicated in these attacks fully responsible for the crimes committed by its forces involved in the ranks of this illegal coalition. Raqqa destroyed and in the Baghouz area.

Sabbagh said: On the 17th of this month, Syria commemorated the 76th anniversary of the evacuation of the last French soldier from its lands, which came as a result of the great sacrifices made by the Syrian people, and today the Syrians confirm their determination to continue their struggle to liberate all their occupied lands. On the illegal presence of US and Turkish forces in northeastern and northwestern Syria, and on the Israeli occupation of the Syrian Golan, stressing that Syria, as it commemorates its national day, is more committed to its sovereignty, independence and unity, land and people, more determined to restore security and stability and extend state authority over its entire territory, and is more keen on Providing a decent life for its people.

Sabbagh stressed that ending the illegal foreign presence on the Syrian territory ends the occupying countries' sponsorship of separatist militias and terrorist groups and helps eliminate ISIS and Al-Nusra Front terrorist outposts and their associated entities and groups and puts an end to the current dire conditions in the two al-Hol camps Rukban and allows the return of foreign terrorists and their families to their countries. It also ends all forms of displacement, demographic change and looting of Syrian national wealth, and restores to the Syrians their national economic resources, which leads to strengthening security and stability in Syria and the region, improving the humanitarian and living situation, and providing favorable conditions for the return of displaced persons and refugees.

Syria's permanent representative to the United Nations explained that some Western countries continue to deafen their ears from the catastrophic effects of the illegal and inhumane unilateral coercive measures imposed on the Syrian people, which have led to a decline in economic and development indicators, a decline in investments and trade exchanges, a rise in inflation rates, a decline in the value of the lira, and a lack of funding needed to provide services It also impeded the import of foodstuffs, medicines and raw materials needed for the pharmaceutical industries, medical equipment, and agricultural and industrial production requirements, including seeds, fertilizers and machinery, which negatively impacted the levels of food security and the enjoyment of the right to food, and thus the standard of living of the Syrians to a large extent.

Sabbagh pointed out that the repercussions of these measures are not limited to the lives of Syrians only, but also hinder the work of international governmental and non-governmental organizations in the humanitarian field as a result of the reluctance of banks, insurance companies, shipping and suppliers to meet the demands of these organizations for fear of exposure to Western sanctions, which leads to an increase in the costs of supplying needs Humanity, stressing that any talk of exceptions to these unjust coercive measures is just baseless allegations promoted by some governments to cover up their violations of human rights, international law and the Charter of the United Nations.

Sabbagh pointed out that these countries continue to obstruct the implementation of Security Council Resolution 2585 related to promoting and increasing early recovery projects by cutting funding for them, linking their implementation to politicized conditions, and delaying the adoption of the strategic framework and country programs regulating cooperation between Syria and the United Nations agencies operating in it, by giving priority to special considerations and agendas by these countries. On any operational humanitarian considerations, he explained that the matter reached some donors to stop supporting some of the Syrian Arab Red Crescent programs, including the children’s hospital in Aleppo, community first aid programs and programs to address malnutrition.

Sabbagh indicated that the United States and its Western allies, including its Turkish ally, and their tools of separatist militias and terrorist groups continue to obstruct the delivery of aid from inside Syrian territory to justify their continued violation of Syria's sovereignty through the so-called "cross-border aid delivery mechanism" that constitutes a lifeline for terrorist organizations and beneficiaries of The war economy, pointing out that as a result of their policies, nine months have passed since the adoption of Resolution 2585, and only three convoys, or 42 trucks, have flown across the lines to the northwest, in exchange for hundreds of trucks being brought across the border.

Sabbagh reiterated Syria's commitment to a political solution based on a Syrian-Syrian national dialogue and a political process led and owned by Syria without any external interference and to achieve the hopes of the Syrian people. In its actions, or imposing predetermined results and artificial timetables for it, pointing out that Syria is continuing its efforts to achieve national reconciliation, including by continuing the settlement processes, which are witnessing great turnout in many cities and regions, and have enabled thousands of Syrians inside and outside Syria to return to their normal lives.
