Expired vests and communication gaps with the Rabshakehs: Comptroller warns of serious security deficiencies in Judea and Samaria | Israel today

2022-05-10T13:09:09.025Z

Except for the improvement in the district's control center, no corrections were made to the defects found as early as 2018 • The district police are in danger • There is no procedure for dealing with terrorist scenes and criminal offenses •

The State Comptroller's report on the SJ District (Judea and Samaria District), the Director of Government Operations in the Occupied Territories (IDF) and the Director of Civil Affairs and the IDF, is in fact a follow-up conducted between February 2021 and August 2021, to check whether the deficiencies raised in The previous report of the Comptroller's Office, from 2018. The report shows that with the exception of the significant improvement in the SJ District's drone, and the transfer of the investigation of shooting incidents by Border Police officers in Judea and Samaria from the Shai District Police to the MPC, no The necessary corrections to the deficiencies mentioned. At the same time, severe warnings from the State Comptroller on communication gaps between the Rabshakehs and the IDF in the conflict localities.

As stated, among other things, the Comptroller warns that the district police officers are in danger due to improper ceramic vests and lack of fire-protected vehicles.

The comptroller criticizes the fact that there is no orderly procedure between the police and the IDF regarding handling a criminal or criminal scene - something that harms the collection of evidence, and also criticizes the fact that the interface for collecting fines from Palestinians who received traffic reports simply does not work.

Danger to county police

There is a confidential part of the report that relates to the security of a particular police activity that can not be specified. And will ensure the safety of the police officers who carry it out, in accordance with police procedures. "

The Comptroller also comments on the protected vehicles in the district and the issue of ceramic vests.

The audit revealed that even now the SJ district operates with the same number of fire-protected vehicles that do not meet the district's needs and do not allow it to meet its tasks - an amount that was recommended in the previous report to the regulation.

As in the previous review, this time too it turned out that most of the ceramic vests in the province, have expired and they do not meet the manufacturer's requirements.

"This may increase the risk to the lives of police officers and may impair their ability to fulfill their duties," the comptroller writes.

A loss of NIS 270 million to the state treasury

The report also shows that as in the previous report, there is still a continuing shortcoming in the transfer of vital information between the Civil Administration and the police about Palestinian vehicles and Palestinian drivers driving on Judea and Samaria roads and as a result there are information gaps between the two bodies. The law deals with traffic offenders and thereby endangers all road users in staffing.

Another serious flaw that emerged in the review indicates that until December 2021, the Civil Administration did not take action against Palestinian drivers who did not pay fines for traffic offenses they received and did not act to prevent them from entering Israel - even though it has the authority to do so.

In fact, the report shows that from 1998 to December 2021 (audit date), the Civil Administration did not exercise this authority. In the years 2019-2021, 73% of all reports recorded in the Judea and Samaria territories were recorded for Palestinian drivers.

The Civil Administration estimated to the audit team of the Comptroller's Office that the amount of fines not collected from Palestinian traffic offenders in the years 2014-2021 is about NIS 270 million.

The data show that the average annual fine collection rate is only about 23%, which, according to the State Comptroller, indicates a significant impairment in the effectiveness of enforcement.

Criticism of communication gaps between IDF and Rabshakeh: "May constitute a serious operational failure"

Security in the conflicting localities - the State Comptroller's severe warnings:

Rabshakehs who have difficulty maintaining communication with the IDF and emergency services, failure to provide sufficient means of communication to localities, gaps in the security components in localities, and more.

These are some of the shortcomings that arose in the State Comptroller's follow-up audit regarding the security components in the conflict localities.

The IDF, through the spatial commands, is in charge of the security and protection of about 900,000 residents living in 399 localities located near the borders and in the Judea and Samaria area.

In addition to the IDF, the system of defense of the localities also includes forces based on the residents of the locality and their role is to act when infiltrating the locality until the arrival of the army forces, including the current military security coordinators (Rabshatz) and the locality's defense departments.

For the purpose of protecting the localities, they were assigned security components that included, according to the instructions of the Ministry of Defense, infrastructure, buildings, facilities, roads, roads, equipment and other means of self-defense.

From January 2020 to October 2021, the State Comptroller's Office conducted an intermittent audit of the correction of the deficiencies raised in the previous audit published in 2018 regarding the security components in the conflict localities.

The audit was conducted in the Northern Command, the Central Command, the Southern Command and the Home Front Command, as well as in the Land Arm and the Operations Division, as well as in the Settlement Unit of the Ministry of Defense.

Completion tests were also conducted by the Israel Police, the Mateh Binyamin Regional Councils and the southern Hebron Mountains.

As part of the audit, the State Comptroller's Office distributed a questionnaire to the directors of the defense departments and to the Rabshakehs in the local authorities where the conflict localities are located.

NIS 500 million is needed to complete the security components in Judea and Samaria

The data presented in the auditor's report show that NIS 500 million is required to complete the security components in the Judea and Samaria localities, NIS 110 million to complete the security components in the northern localities and the Gaza Strip.

Between January 2019 and September 2021, there were 144 incidents of terrorists infiltrating localities in Judea and Samaria. "To localities determined to receive them.

The report also revealed that there are gaps in eligibility for various security components, including a security fence, security road, security lighting and a guard pavilion. The Northern Command, but in practice the Home Front Command received only NIS 34 million and implemented it.

According to the comptroller, there is a gap in communication between the localities and the spatial commands.

Thus, the existing response to the link between the defense forces in the localities and the IDF forces in the Northern Command area has been defined as "extremely partial" and has even worsened since the previous audit in light of the change in procedures for using Barak Orange devices during routine, and without a proper alternative. Without prior warning. "It was also stated that the main means of communication between the Rabshakehs and the IDF forces is not military, and it may collapse in an emergency.

The Central Command has communication gaps between IDF forces and the defense forces of the localities resulting from gaps in reception and shortage of radios. "These gaps may constitute a serious operational failure in the defense system of these localities."
