No one can add up the hours that the Inning municipal council has been dealing with land use planning in Stegen.

It has been tinkered with for 18 years, and the municipal council has been asking for the parking lot to be expanded for 18 years.

On Tuesday, the municipal councils buried the development plan.

What remains is an immature road development plan.

However, a development plan is not required for them.

- Franz Reimann is not the first planner to have been involved with the "Stegen" land use plan since 1994, which began as a framework plan for the 11.3 hectare area.

The city planner was invited to the most recent municipal council meeting and went far.

He had gone to the trouble of unrolling the complete history and came across nine procedure folders with probably 4,000 pages of resolutions, statements and expert opinions.

He also came across old construction files, for example from the brewery.

He was even able to present the municipal councils with an original land register, which clearly shows the historical development of the past 150 years.

It was not until 2011 that a development plan was launched, with which the community can no longer do anything today.

Expansion areas were planned for this, which are no longer available for one reason in particular: there is now a no-expansion zone that runs parallel to the motorway over a width of 40 meters - the parking lot is right in the middle, as is the kiosk.

Apart from that, the owner of the parking space expansion area no longer wants to sell her land, confirmed Mayor Walter Bleimaier with a shrug when asked by the council.

“So how would a development plan help?” Reimann asked and answered himself: “Nothing at all.”

Barbara Wanzke (Greens) wanted to know to what extent the road expansion plans would be affected.

There are areas that are not owned by the municipality.

"But if you can agree otherwise, you don't need the development plan," Michaela Meinhold, head of the building department, described it cryptically, but sounded confident.

According to the head of the building authority, what would hardly be possible without a development plan were building requests in the second row, “they then also died”.

The road planning last led to a long and detailed discussion in the municipal council in July last year (we reported).

There was talk of a possible pedestrian zone, of a roundabout.

At the request of the CSU, the planning was then referred to the parliamentary groups.

They had also worked diligently and have a lot of change requests that now have to be discussed further with planner Hans Lais - without a development plan.

Among these, the municipal councils drew a line at the meeting.

However, the big group left the final stab in the back to the municipal councils in the planning and transport committee.
