The Texas House of Representatives released a preliminary report on the Uvalde, Texas, school massacre on Sunday, describing "a general lackadaisical approach" by authorities at the scene of the shooting in which 21 Dead people.
The preliminary report's findings come more than a month after a Texas House of Representatives investigative committee began seeking answers about what happened when Salvador Ramos stormed Robb Elementary School last May with an assault rifle and a tactical vest, barricaded himself in a classroom and opened fire.
The report describes "deficiencies and failings of the Uvalde Consolidated Independent School District and various law enforcement agencies and officers" and "a general lackadaisical approach" by authorities at the scene of the shooting.
According to a copy of the report reviewed by CNN, through its investigation, the commission did not find any "villains" beyond the attacker.
"There is no one to whom we can attribute malice or bad motives. Instead, we found systemic failures and grossly poor decision-making," the report says.

Citing information from the Texas Department of Public Safety, the Uvalde massacre report from the Texas House of Representatives publicly accounts for the breakdown of emergency services by agency.
Of the 376 who responded, 149 were from the US Border Patrol, 14 from the Department of Homeland Security and 91 from the Texas Department of Public Safety, the report highlights.
The report also states that 25 first responders were from the Uvalde Police Department, 16 were from the San Antonio Police Department (SWAT), and 16 were from the Uvalde County Sheriff's Office.
The report does not detail when each of these responding officials arrived at the scene.
CNN is now in the process of reviewing the report that focuses on the facts of the attack, including a chronology of events, a timeline, a police manifesto and details about the attacker, a source previously told CNN.
The report's findings are expected to clarify conflicting accounts of what happened, include verbatim quotes from sworn testimony and show that the failure of law enforcement that day was much larger than one person or one agency, a source said.
Members of the Texas Department of Public Safety, the Uvalde Consolidated Independent School District police chief and officers, the district superintendent, the school principal, a teacher and custodial staff are among those who testified to closed door before the commission, with approximately 40 people testifying, according to a source.
