A video shows the moment a Chicago police officer shoots an unarmed 13-year-old boy

Authorities are investigating the incident in which a Chicago police officer shot a 13-year-old boy.

The boy's lawyers and witnesses maintain that his hands were raised when the police opened fire.

The agent's attorney says he made the decision within seconds believing there was a threat.
