After four days and four nights of debate, the deputies adopted the bill for the protection of purchasing power, which will arrive in the Senate Finance Committee on Monday.

The race is far from over since in the process, the National Assembly began to examine the amending budget for 2022. It also contains several concrete measures, such as the abolition of the TV license fee, which was adopted this Saturday morning.

  • Doubling of the fuel aid ceiling

This is one of the concerns of French people who need their car to work: the price of fuel, which has peaked this year.

In an attempt to offset the increase, the deputies were mostly in favor of doubling the tax-free fuel aid that companies can pay to their employees.

It thus goes from 200 to 400 euros in mainland France and is raised to 600 for the Overseas Territories.

MEPs also adopted an amendment which aims to promote an increase in the “sustainable mobility package” paid by employers.

The accumulation ceiling with transport subscriptions will increase from 600 to 800 euros.

  • Authorization to use used oil

Another measure was adopted to combat the price of gasoline: the authorization to use used cooking oil as fuel.

So far, this type of use is prohibited because they are not part of the approved fuels.

  • The overtime tax exemption ceiling raised

Among the measures proposed, the deputies adopted amendments which raise the tax exemption ceiling for overtime and additional hours worked by employees to 7,500 euros for the year 2022, i.e. between January 1, 2022 and December 31, 2022. Currently, overtime is tax-exempt up to a ceiling of 5,000 euros per year, with a maximum of 220 hours worked over a year (except special agreements).

  • Possibility of converting RTTs

The deputies validated the possibility, for companies, of buying back the RTT (the days or half-days of rest allocated to employees whose working time is more than 35 hours per week) of employees who have not used them.

Right now, if they're not caught in time, they're gone.

A measure which should however be limited in time.

  • Extension of the Macron bonus

In order to increase French incomes without directly increasing wages, the Assembly has bet on the extension of the "Macron bonus", an exceptional tax-free and desocialized bonus that employers have the possibility of paying to employees whose income is equivalent to less than three times the minimum wage.

This bonus, which can go up to 3,000 euros, can be paid until December 31, 2023.

  • Revaluation of meal vouchers

The deputies voted for a 4% increase in tax and social security exemptions intended to support the financing by the employer of meal vouchers, which should make it possible to promote an increase in their amount.

They also came out in favor of granting employees additional meal allowances.

Outside the Hemicycle, the Minister of the Economy, Bruno Le Maire, said he was in favor of raising the daily ceiling for meal vouchers from 19 to 25 euros.

He announced that this increase would be implemented “by regulation”.

  • End of TV license fee

Emmanuel Macron's campaign promise, the deputies adopted this Saturday morning the abolition of the television license fee which finances public broadcasting.

They also validated the use of a “fraction” of VAT for this sector, for an amount of approximately 3.7 billion euros, in order to respond to concerns about its financing.

  • Revaluation of pensions and social benefits

It was one of the measures announced several weeks ago and it was adopted.

Pensions and social benefits will be increased by 4%, retroactively from July 1, 2022. This concerns retirement and disability pensions from the basic schemes, family allowances and social minima (RSA, AAH, etc.). ), as well as student scholarships.

In addition, the disabled adult allowance will now be deconjugalized.

This means that the spouse's income will no longer be taken into account for the calculation of this benefit from October 2023 at the latest.

  • Capping the increase in rents

MEPs adopted a “rent shield”, which caps rent increases at 3.5% for one year (until June 2023).

In the Overseas Territories, rent increases will be limited to a maximum of 2.5%.

In Corsica, the increase may be limited to 1.5%.

In addition, the APL (personal housing assistance) paid from July 1, 2022 will be increased by 3.5%.

  • Easier to terminate contracts

This measure will not take effect immediately but, from August 2023 at the latest, it will be possible to terminate all subscription contracts electronically, whether they were concluded online or not.

Sites offering the subscription of insurance contracts electronically must also provide for their termination by the same means.
