Syria affirmed that what was stated in the draft Final Document of the Tenth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons 2020 on the Middle East is weak and does not meet the concerns of the countries of the region, especially since it did not include obligating Israel to join it and subject all its nuclear facilities to the comprehensive safeguards agreement of the International Atomic Energy Agency. However, the 1995 Middle East Resolution remains in force until its goals and objectives are fully achieved and implemented.

Syria's permanent representative to the United Nations, head of the delegation of the Syrian Arab Republic, Ambassador Bassam Sabbagh, explained during the closing session of the conference held at the United Nations building in New York that Syria had hoped that a successful outcome of this conference would open a new page in the process of reviewing the treaty, but the political selfishness of Western countries Its preference for its geopolitical interests over the interests of the treaty parties led to this unfortunate outcome.

Sabbagh added: During the work of this conference, we witnessed clear attempts by those countries to exploit this platform to launch an unjustified attack on a state party and selectively deal with the aspects related to the three pillars of the treaty, which reflected a clear politicization of the work of this conference and greatly undermined efforts to strengthen the non-proliferation system. .

Sabbagh said: The delegation of Syria was keen, during all stages of the work of the conference, to express its readiness to work with all delegations of the states parties and to show the necessary flexibility and readiness to join the consensus on the draft final document, but it regretted the failure to respond to the important concerns expressed by a large group of countries The parties to the Convention, represented by the countries of the Non-Aligned Movement.

Sabbagh added: The Syrian delegation considers that the formulations contained in the draft final document on the Middle East are weak and do not meet the concerns of the countries of the region, especially since they did not include obligating Israel to join the Treaty on the Non-Proliferation of Nuclear Weapons and subject all its nuclear facilities to the comprehensive safeguards agreement of the IAEA. In this regard, Syria affirms that the 1995 Middle East Resolution remains in force until its goals and objectives are fully achieved and implemented, and it hoped that the document would include concrete practical steps to implement this resolution.

Sabbagh indicated that the Syrian delegation had hoped that the negotiating process during the conference would take place in a more transparent manner and include all concerned countries on an equal footing, so as not to create a negative precedent in the course of the negotiation process during the upcoming review conferences.

Sabbagh indicated that Syria stresses the need to respect the rights of all states party to the treaty in a balanced manner, especially their inalienable right to the peaceful use of nuclear energy, adding, "In this regard, it was looking forward to this conference taking a clear position on the illegal unilateral coercive measures imposed by some states." Western countries against other countries, including my country, which violate the provisions of Article 4 of the Treaty and undermine the rights of those countries to access the peaceful uses of nuclear energy, especially in the medical and humanitarian fields.

Sabbagh continued: This failure that the states parties faced today should not be a reason for their frustration, but rather a motive for them to do more multilateral work and serious cooperation in order to pave the way for what we will face in the upcoming events, benefiting from this experience in ensuring transparency and comprehensiveness, and avoiding politicization and exclusion. And the commitment to implement the three pillars of the treaty in a balanced manner and without selectivity or discrimination.
