Germany is very dependent on gas for its electricity due to the intermittence of renewable energies, for its industry and for housing where gas heating is highly developed.
The government fears that a gas price cap will reduce supply and create a general shortage.
A majority of Member States, including France, defend this simple and effective solution, but negotiations with Germany remain difficult.
