The request for discussion was submitted by Egypt and the final decision was made on Friday during what was defined as a "step towards improving peace and security", a diplomatic step that received support from the Palestinian Authority, Jordan, Morocco, Bahrain and the United Arab Emirates, countries some of which are in relations with Israel following the Abraham Accords.

The unilateral decision avoided mentioning the name of the Islamic Republic of Iran, a country that is currently in a public dispute with the IAEA in light of the refusal of the authorities in Tehran to provide answers about the presence of suspicious material at three undeclared sites on its territory.
